    1. NOTIFICATION TO POTENTIAL RESPONDENTS
    The Raleigh-Durham Airport Authority (the "Authority") invites responses to this Request for
    Proposals ("RFP") from firms or multiple firms comprising a team ("Respondents") whose
    combination of experience and personnel demonstrate the competence and qualifications to
    provide timely and effective Design-Build Bridging services to the Authority in connection with
    the following Project at the Raleigh-Durham International Airport ("RDU"):
    Terminal 1 Ticketing Expansion and Restroom Addition, RDU Project No. 321030
    In accordance with N.C. Gen. Stat. 143-128.1B(c), the Authority has retained Andre Johnson
    Architect, PLLC as its design criteria design professional (the "Design Criteria Professional") for
    the Project, and the Design Criteria Professional has prepared a design criteria package equal to
    35% of the completed design documentation for the Project (the "Design Criteria Package"). The
    Design Criteria Package and Drawings are included as Attachments 5, 5.1 and 5.2 to this RFP.
    The Authority anticipates selecting one Respondent to provide Design-Build Bridging Services for
    the Project, which services will include both completion of the Project design and construction of
    the Project. The Authority will review and evaluate the responses received in accordance with the
    procedure set forth in N.C. Gen. Stat. 143-128.1B, which includes the following general steps
    (subject to adjustment if fewer than three responses are received):
    1. The Authority will evaluate the qualifications of the Respondents based on the selection
    criteria set forth herein, and will rank the Respondents who have provided responses,
    grouping the top three without ordinal ranking.
    2. From the grouping of the top three Respondents, the Authority will select the Respondent
    who is the lowest responsive, responsible bidder based on the cumulative amount of fees
    provided in accordance with N.C. Gen. Stat. 142-128.1B(d)(10) and taking into
    consideration quality, performance, and the time specified in the proposals for the
    performance of the contract.
    Responses must be transmitted in accordance with this RFP in order to be received by the
    Authority no later than 2:00 pm on April 14, 2026. Responses received after this time will
    not be considered.
    The Authority awards contracts without regard to race, religion, color, national origin, sex
    (including pregnancy), sexual orientation, gender identity, age, disability, veteran status, genetic
    information, or any other legally protected class characteristics. The Authority's contracts are
    subject to the requirements of state and federal law and this contract will be awarded in accord
    therewith.
    A non-mandatory Pre-Submittal Conference and Small Business Workshop will be held at
    2:00 PM on March 9, 2026, in Conference Room 100 at the Authority Offices, RDU Center,
    Raleigh-Durham International Airport located at 1000 Trade Drive, Morrisville, NC 27560. The
    purpose of the Pre-Submittal Conference is to provide information regarding the Project and the
    scope of Design-Build Bridging sought, to provide an opportunity for oral inquiries, and to provide
    an overview of the selection process. Immediately following, a site visit to Terminal 1 will also

    be provided, however, the number of participants from each firm may be restricted due to
    TSA security requirements.
    The form of the Design-Build Bridging Agreement between Owner and Design-Builder that will
    constitute the contractual relationship between the Authority and the selected Respondent is
    included herewith as Attachment 4 (the "Form Agreement"). The Form Agreement is the
    Authority's standard form, and the final contract documents will be substantially similar thereto.
    The Authority will not entertain any material changes to the Form Agreement (including exhibits
    and attachments), but reserves the right to modify, amend, or supplement the Form Agreement
    prior to execution as needed to carry out the Authority's intent for the Project.
    2. GENERAL PROJECT INFORMATION
    Project Site: The Project is located within Terminal 1 at the Raleigh-Durham International Airport.
    Project Scope: On the ground/entry floor of Terminal 1, the Authority wishes to expand the
    existing Ticketing Lobby area to maximize ticketing service, within reasonable feasibility and
    within the allowable space. The area of work includes approximately 1,000 SF of additional
    queuing space, and approximately 600 SF for ticketing. An existing walk-in cooler will be
    removed, and a new walk-in cooler will be installed in a new location. The scope of work related
    to the walk-in cooler will first be confirmed with the expectations of the Concessions
    stakeholder(s). Additionally, the existing loading dock will be modified and relocated, as its
    existing location will be incorporated into interior square footage. New finishes proposed for the
    interior space will be consistent with others found throughout the Terminal 1 ticketing areas.
    Building systems will be modified and/or extended to include the new square footage.
    On the exterior, new building enclosure (exterior walls, footings, slab, and roof structure) will be
    provided for the expanded interior square footage. The existing loading dock will be shifted
    towards the southwest (towards the existing driveway servicing the loading dock). New exterior
    walkways will tie into an existing ramp. At least one new exit door from the ticketing area will be
    added; another pair of exit doors connected to an existing elevator lobby and serving as a point of
    entry for deliveries will be relocated.
    The Project will also involve renovating a portion of the existing Terminal 1 hold room area to be
    converted into Men's and Women's Restrooms, as well as a closet for custodial staff and storage.
    The female restroom will have six water closets while the male restroom will have three water
    closets and three urinals; each restroom will receive three (3) sinks. At this time a pair of drinking
    fountains with a bottle filler will be added. The remaining space will remain as a passenger hold
    room, and consideration will be given to modification and relocation of existing furniture and
    features, like ceilings and millwork. In addition, new furniture and features will be added to
    complement the existing finishes with the adjacent spaces. Material finishes will be consistent with
    other Terminal 1 restrooms at RDU, though all finish and fixture selections proposed for the
    restrooms will be reviewed with the Authority during the design process. Existing building systems
    will be modified to support the new restrooms and modified hold rooms.

    For additional detail concerning the Project Scope, the Authority refers Respondents to the Design
    Criteria Submission Package, Specifications, and Drawings included herewith as Attachments 5,
    5.1, and 5.2.
    Anticipated Project Budget: The Authority's anticipated budget for all design and construction
    associated with the Project, including design services performed by the Design Criteria
    Professional, is approximately $5,000,000.
    Project Schedule: The Authority anticipates that the Project will be substantially complete no later
    than 16 months from Notice to Proceed.
    3. SMALL BUSINESS REQUIREMENTS
    It is the Authority's policy that the Authority should aid, counsel, and assist, insofar as is possible
    and practical, small-business concerns in order to provide access to opportunities to contract with
    the Authority. The Authority has determined that it is necessary to establish and maintain a Small
    Business Program (the SB Program), which is aimed at preserving free competitive enterprise and
    supports placement with small business enterprises of a fair proportion of the Authority's purchases
    and contracts or subcontracts for the purchase of goods and services. The requirements of the
    Authority's Small Business policy are set forth in the Small Business Requirements Exhibit
    included as Exhibit F to the Form Agreement. The Authority has set the following goal for SB
    participation in this contract:
    15% Small Business (SB).
    In accordance with the Authority's SB policy, the Authority will require that the selected firm or
    team either meet the SB goal or demonstrate that the firm or team has made sufficient good-faith
    effort to meet the SB goal.
    4. SOLICITATION SCHEDULE

    5. SUBMITTAL REQUIREMENTS - STATEMENT OF QUALIFICATIONS
    Each Respondent desiring to respond to this RFQ shall submit to the Authority as part of its
    Response a Statement of Qualifications ("SOQ") to provide the services requested in this
    solicitation. Respondents should include only the following information in the SOQ:

    Section 1 - Letter of Interest (limit 5 pages). Indicate the Respondent's interest in providing the
    services requested herein. Identify the proposing firm and any teaming partners, and indicate the
    name, address, telephone number, and email address of the designated contact for the proposing
    firm. Include an explanation of the Respondent's project team selection, including a list of the
    licensed contractor and design professionals whom the Respondent is proposing to use for the
    Project's design and construction.
    An explanation of the Respondent's project team selection, which shall consist of a list of the
    licensed contractor and design professionals whom the Respondent proposes to use for the
    Project's design and construction.
    Section 2 - Respondent Profile Questionnaire (limit 10 pages). Provide a completed
    Respondent Profile Questionnaire (see Attachment 1).
    Section 3 - Project Experience. List up to five projects of similar size, scope, and complexity
    performed by the Respondent in the capacity of a design-builder. For each of the projects listed,
    provide at least the following information:
    * Specific details on the extent of design services provided (e.g., full design or design-build
    bridging).
    * The Guaranteed Maximum Price given for the project, or if no GMP was given, the
    estimated cost provided by the Respondent and the total cost of the project at completion.
    * The number of days in the original schedule and the number of days taken for actual
    completion of the project, with an explanation for any deviations from the original
    schedule.
    * Name and contact information for the project owner's representative, including mailing
    address, telephone number, and email address.
    For each identified project, Respondent shall also transmit the Client Reference Form
    (Attachment 2) to the project owner's representative for completion. The project owner's
    representative must complete the form and submit it directly to the Authority. Client Reference
    Forms shall be sent to the Authority via email to cheri.baxter@rdu.com, on or before the
    deadline established for receipt of the RFP responses.
    Section 4 - Project Approach. Provide a concise description of the Respondent's perception of
    and approach to the Program. The Respondent should focus on demonstrating its overall
    knowledge of and experience with airport project design and construction as relatable to the
    Project. Respondents may include commentary regarding the scope of services requested, the
    Project schedule, modifications or enhancements the Authority may wish to consider, or any other
    specific matters relevant to the Project.
    This section should also include a brief overall description of how the Respondent would organize
    and manage the Project, including how the services will be performed throughout the design, pre-
    construction, and construction phases, as to at least the following items:

    ii.Value Engineering
    iii. Constructability Issues
    iv. Cost Model/Estimates
    v. Program Tracking/Reporting
    vi. Request for Information (RFI) and Shop Drawings
    vii. Quality Control
    viii. Schedule and Staffing Plan
    ix. Closeout and Commissioning
    Section 5 - SB Approach. Provide a written statement that demonstrates the Respondent
    understands the SB Program requirements and describes the specific efforts Respondent intends to
    take to meet or exceed the SB goal or demonstrate a good faith effort to do so. Also outline specific
    efforts that the Respondent takes or will take to notify SB firms of opportunities for participation.
    Section 6 - Key Personnel. Provide a description, in narrative form, of the makeup and structure
    of the proposed team and provide a list of key personnel who will be assigned to the Project,
    including the Project Manager. Include a team organizational chart indicating the placement and
    reporting relationships of each of the identified individuals. For each identified individual, provide
    the following information:
    * What aspect of the Respondent's design or construction services the person will handle.
    * The person's experience with the Respondent and with projects of similar size and scope
    in construction/design, and the person's location. Attach the resumes of and references for
    each identified person.
    * Whether or not the person will be exclusively assigned to the Project through its
    completion.
    Note: the Design-Builder (i.e., the Respondent to whom the Authority awards the contract)
    must obtain written approval from the Authority prior to changing key personnel identified
    in the response to the RFP, after the contract has been awarded.
    Section 7 - Certification and Acceptance of Terms (limit 5 pages). In this Section, each
    Respondent shall include the following:
    * A certification that each design professional who is a member of Respondent's design-build
    team, including subconsultants, was selected based upon demonstrated competence and
    qualifications in the manner provided by N.C. Gen. Stat. 143-64.31.
    * A statement indicating acceptance of the terms and conditions of the Form Agreement
    included herewith (including the exhibits thereto). The Authority will not entertain any
    material changes to these documents, but reserves the right to modify, amend, or
    supplement these documents prior to execution as needed to carry out the Authority's intent
    for the Project. Additionally, the Authority invites commentary pertaining to suggested
    revisions to the Special Conditions and Insurance Requirements included with the Form
    Terminal 1 Lobby Expansion & Restroom Addition RFP - Page 5 of 9

    Agreement, including exceptions, suggested revisions, or enhancements to the draft
    documents, and the underlying reasoning for the revisions or enhancements.
    6. SUBMITTAL REQUIREMENTS - SEALED FIXED FEE PROPOSAL
    In accordance with N.C. Gen. Stat. 143-128.1B(d)(1), contemporaneously with the SOQ, each
    Respondent shall submit in a separate, sealed envelope a Fee Proposal containing the
    Respondent's proposed fixed fees, excluding the costs of subcontractor work, for designing and
    constructing the Project in accordance with the requirements set forth herein, in the Design Criteria
    Package, and in the Form Agreement.
    Fee Proposals must be made in strict conformity with the provided "Fee Proposal Form"
    (Attachment 3) and this RFP. All blank spaces on the Fee Proposal Form must be filled in (written
    in ink or typed). Unit prices and total prices shall be stated in figures where required. The total
    amount of the Fee Proposal shall be stated in the proper place on the form. The completed form
    shall be without alterations or erasures.
    7. SELECTION PROCESS AND CRITERIA
    A. Identification of Top Qualified Respondents.
    The Authority's staff will begin reviewing and evaluating SOQs upon receipt. During this process,
    questions and/or requests for clarification, or provision of supplemental information may be
    directed to respondents as necessary in accordance with the schedule referenced herein. The
    objective of the staff evaluation will be to thoroughly evaluate the qualifications and capabilities
    of each respondent with respect to each individual Program. The Authority staff may select a
    limited number of respondents for further consideration and conduct interviews with these selected
    respondents. During this portion of the process, the Authority will evaluate SOQs using the
    following selection criteria and weighting:
    * Depth and breadth of experience of the Respondent on other projects which are similar in
    nature (25 points).
    * Qualifications and experience of the proposed project manager (10 points).
    * Qualifications and experience of other key personnel (10 points).
    * Level of satisfaction with the Respondent firm and personnel as expressed by the project
    owner's representative for each individual project (10 points).
    * Perception of and approach to the project and individual elements thereof (25 points).
    * Ability to achieve SB Program goals (10 points).
    * Adherence to the Objectivity instructions included in this solicitation, responsiveness of
    the respondent to the Submittal Requirements and the Qualifications Questionnaire, and
    such other matters as may be relevant (10 points).

    Following evaluation of the Respondents' qualifications, the Authority will rank the Respondents,
    grouping the top three without ordinal ranking.1
    B. Selection Among Top Qualified Respondents.
    From the grouping of top Respondents identified through the process set forth above, the Authority
    will select the Respondent who is the lowest responsive, responsible bidder based on the
    cumulative amount of fees provided in accordance with N.C. Gen. Stat. 142-128.1B(d)(10) and
    taking into consideration quality, performance, and the time specified in the proposals for the
    performance of the contract.
    8. OBJECTIVITY
    It is inappropriate for firms submitting responses pursuant to this RFP, including their respective
    agents, to lobby Authority Board members or staff during the entire selection process, from the
    date the RFQ is issued through the date on which the Authority acts on the staff recommendation
    regarding the selected firm. Accordingly, potential respondents interested in this RFQ are
    instructed not to conduct activities of any nature that may be perceived as attempts to promote
    themselves or influence the outcome of the selection process. Failure to comply with this
    requirement may be grounds for disqualification.
    9. GENERAL INFORMATION
    The Authority reserves the right to proceed or not proceed with the Project or any elements
    included therein.
    The Authority shall not be responsible in any manner for any cost or expenses associated with the
    preparation or submission of the Responses to this RFP or preparation for or participating in
    interviews.
    Upon receipt by the Authority, the Response submitted, including any and all attachments to the
    Response, shall become the property of the Authority.
    All Responses received become a matter of public record following the award of the contract or
    the expiration or termination of this solicitation (whichever occurs first), subject to the provisions
    of Chapter 132 of the North Carolina General Statutes.
    A Respondent's business and trade secrets that are plainly marked as "Confidential" or "Trade
    Secret" will be protected from disclosure as a public record to the extent permitted by N.C. Gen.
    Stat. 132.1.2. The Authority shall not in any way be liable or responsible for the disclosure of
    any Response or portions thereof if they are not plainly marked as "Confidential" or "Trade Secret"

    or if disclosure is required under the Public Records Act. Any submittal which contains language
    purporting to render all or significant portions of the Response as "Confidential" or "Trade Secret"
    may be regarded as non-responsive.
    The Authority shall have the right to copy, reproduce, or otherwise dispose of each Response
    received.
    The Authority shall be free to use as its own, without payment of any kind or liability thereof, any
    idea, scheme, technique, suggestion, layout, or plan received during the selection process.
    The Authority shall become the legal owner of all documents prepared by the selected respondent
    under the terms of any contract entered into related to this RFP; however, this ownership will not
    extend to proprietary information or other data identified as "Confidential" or "Trade Secret" and
    "Proprietary" at the time of submission that was in the selected respondent's lawful possession
    prior to execution of any such contract.
    10. QUESTIONS AND INQUIRIES
    All questions concerning this RFP including but not limited to, the selection process, the Design
    Criteria Package, the Form Agreement, or any other aspect of this solicitation must be emailed to
    the attention of Cheri Baxter, Sr. Contracts Administrator at cheri.baxter@rdu.com. Please insert
    "Question(s) - 321030 T1 Lobby Exp" as the subject for the email.
    Neither the Authority nor the Design Criteria Professional are obligated to respond to questions
    submitted verbally concerning interpretation of the Design Criteria Package. Questions must be
    submitted in writing as directed herein.
    The deadline for receipt of questions is March 19, 2026 at 4:00 PM. The Authority and the
    Design Criteria Professional do not commit, and are not obligated, to respond to all questions
    submitted in writing, but, in their sole discretion, may respond in the form of an addendum to
    questions which they believe require clarification of the Design Criteria Package, the form of the
    Design-Build Bridging Agreement between Owner and Design-Builder, or any other aspect of this
    solicitation. The Authority reserves the right to revise the schedule in its sole discretion.
