SCOPE OF WORK (SOW)
1. General Requirements & Compliance
Regulatory Adherence: All work must comply with CCR Title 24 and Title 8 (Cal/OSHA).
Storm Water Pollution Prevention Plan (SWPPP): Implementation of Best Management Practices
(BMPs) to prevent runoff into storm drains.
Daily Clean-up: Strict silica dust control and daily debris removal to maintain a safe campus
environment.
2. Site Preparation & Hazardous Materials - Hazardous Material Report
Abatement: Removal and legal disposal of Asbestos-Containing Materials (ACM), Lead-Based Paint
(LBP), and PCBs (often found in older caulking and ballasts).
Utility Decommissioning: * Disconnecting and capping of gas, water, and sewer lines (typically 5 feet
from the property line).
Safe removal of refrigerants (EPA compliance) and Propylene Glycol from older HVAC systems.
Salvage Operations: Identification and removal of "District Retained" items (e.g., smart boards, specific
casework, or historical artifacts) before mass demolition begins.
3. Selective Internal Demolition - Matterport Model Link , Drawing Package
Structural Gutting: Removal of all interior non-load-bearing partitions, ceilings, and floor finishes down to
the concrete slab or wood framing.
MEP Systems: Complete "strip-out" of outdated Mechanical, Electrical, and Plumbing systems,
including legacy boilers and ductwork.
Accessibility Prep: Precise concrete saw-cutting for new plumbing trenches and ADA-compliant
restroom reconfigurations.
4. Exterior & Site Demolition
Hardscape Removal: Demolition of cracked asphalt community active spaces, concrete walkways, and
non-compliant ADA ramps.
Structure Razing: If replacing 75+ year-old buildings, complete demolition down to the footings is
required to qualify for OPSC replacement grants.

NOTICE IS HEREBY GIVEN that Lynwood Unified School District, acting by and through its Board of Education,
will receive up to, but not later than the above-stated date and time, Bid Proposals for the Work of the Project
described above.
1. Bid Proposal. All information or responses of a Bidder in its Bid Proposal and other documents
accompanying the Bid Proposal shall be complete, accurate and true; incomplete, inaccurate or untrue
responses or information provided therein by a Bidder shall be grounds for the District to reject such
Bidder's Bid Proposal for non-responsiveness. Bid Proposals shall be submitted with the following:

2. Bidder and Subcontractors DIR Registered Contractor Status. Pursuant to Labor Code 1771.1, Bidders
must be a DIR Registered Contractor when submitting a Bid Proposal. The Bid Proposal of a Bidder who is
not a DIR Registered Contractor when the Bid Proposal is submitted will be rejected for
non-responsiveness. All Subcontractors identified in a Bidder's Subcontractors' List must be DIR Registered
contractors at the time the Bid Proposal is submitted.
3. Duration of Bid Proposals. Bid Proposals shall not be withdrawn by any Bidder for a period of Sixty days
(60) days after the opening of Bid Proposals. During this time, all Bidders shall guarantee prices quoted in
their respective Bid Proposals.

INSTRUCTIONS FOR BIDDERS
1. Preparation and Submittal of Bid Proposal. All information required by the bid forms must be completely
and accurately provided. Numbers shall be stated in both words and figures where required in the bid
forms; conflicts between a number stated in words and in figures are governed by the words. Partially
completed Bid Proposals or Bid Proposals submitted on other than the bid forms included herein are
non-responsive and will be rejected. Any document submitted with a Bid Proposal which is not complete,
accurate and executed, as required by each document, will result in the Bid Proposal being deemed
non-responsive. All Bid Proposals shall be submitted before the latest date/time for submitting Bid
Proposals (See Notice to Contractors). Bidders are solely responsible for timely submission of Bid Proposals
to the District at the place designated in the Notice to Contractors.
2. Bid Security. Each Bid Proposal shall be accompanied by Bid Security in the form of: (i) a certified or
cashier's check made payable to the District or (ii) a Bid Bond, in the form and content included with the
Contract Documents in an amount equal to Ten Percent (10%) of the Bid Proposal amount, inclusive of the
price(s) proposed for additive Alternate Bid Items, if any. A Bid Proposal submitted without the required Bid
Security is non-responsive and will be rejected. If the Bid Security is a Bid Bond, the Bidder's Bid Proposal
shall be deemed responsive only if the Bid Bond is issued by an Admitted Surety Insurer under Code of Civil
Procedure 995.120 in the form and content included herein, duly completed and executed (with notary
acknowledgements) on behalf of the Bidder and Surety. Bid Security shall be submitted as set forth in the
Call for Bids.
3. Bidder Modifications; Withdrawal or Modification of Submitted Bid Proposal.
3.1. Erasures; Inconsistent or Illegible Bid Proposals. Bid Proposals must not contain any erasures,
interlineations or other corrections unless the same are suitably authenticated by affixing in the
margin immediately opposite such erasure, interlineations or correction the initials or surname(s) of
the person(s) signing the Bid Proposal. Any Bid Proposal not conforming with the foregoing may be
deemed by the District to be non-responsive. If any Bid Proposal or portions thereof, is determined by
the District to be illegible, ambiguous or inconsistent, the District may reject such a Bid Proposal as
being non-responsive.
3.2. Withdrawal or Modification of Submitted Bid Proposal. Bid Proposals may be withdrawn or modified
only if: (i) the Bidder submitting the Bid Proposal submits a written request for withdrawal or
modification to the District; and (ii) the written withdrawal or modification request is actually received
by the District prior to the latest date/time for submittal of Bid Proposals. Requests for withdrawal of a
Bid Proposal after the public opening of Bid Proposals pursuant to Public Contract Code 5100 et seq.
will be considered only if in strict conformity with requirements of Public Contract Code 5100 et seq.
4. Examination of Site and Contract Documents. Each Bidder shall, at its sole cost and expense, inspect the Site
and to become fully acquainted with the Contract Documents and conditions affecting the Work. The failure
of a Bidder to receive or examine any of the Contract Documents or to inspect the Site shall not relieve such
Bidder from any obligation with respect to the Bid Proposal, or the Work required under the Contract
Documents. The District assumes no responsibility or liability to any Bidder for, nor shall the District be
bound by, any understandings, representations or agreements of the District's representatives, agents,
employees or officers concerning the Contract Documents or the Work made prior to execution of the
Contract which are not in the form of Bid Addenda duly issued by the District. The submission of a Bid
Proposal shall be deemed prima facie evidence of the Bidder's full compliance with the requirements of this
section.
5. Contract Time. The Project must be completed within the Contract Time of 60 calendar days after the
commencement date established by the District's Notice to Proceed.
