Lincoln County, NC (Owner) is requesting Bids for the construction of the following Project:

until Thursday 4 December at 2:00 PM local time. At that time the Bids received will be “publicly” opened and read.
All bids must be submitted in a sealed envelope and plainly labeled on the outer most package “RFB-2025-1204 WTP BULK HYPOCHLORITE CONVERSION.” The inside and outside package shall include the Contractor’s License Number.
The public opening and reading aloud of the bids will be at 3:00 PM, on Thursday December 4

The issuing office for the Bidding Documents is: Black & Veatch International Company, 10925 David Taylor Drive, Suite 280, Charlotte, NC 28262. Prospective bidders may examine the bidding documents at the issuing office Mondays through Fridays between the hours of 8:00 AM and 5:00 PM and may obtain copies of the bidding documents from the Plan Room as described below.
The Project includes the following Work:

Sequenced demolition of the existing MIOX chlorine generation system and installation of new bulk hypochlorite storage and feed system.

New concrete chemical containment structures, bulk tanks, transfer pumps, day tanks, and feed pumps to existing feed points.
Bids will be received for a single prime Contract. Bids shall be on a Lump Sum basis as indicated in the Bid Form. The Owner reserves the right to reject any and all bids.
The Project has an expected duration of 365 days.

Information and Bidding Documents for the Project can be found at the following designated website:

Bidding Documents may be viewed and ordered online by registering with the Plan Room at the above designated website. Following registration, complete sets of Bidding Documents may be downloaded from the Plan Room website as “zipped” portable document format (PDF) files. The cost of printed Bidding Documents will depend on the number and size of the Drawings and Project Manual, applicable taxes, and shipping method selected by the prospective Bidder. Cost of Bidding Documents and shipping is non-refundable. Upon receipt of payment, printed Bidding Documents will be sent via the prospective
Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Plan Room will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of the Bidding Documents will not be available from the Issuing Office.
Pre-bid Conference
A mandatory pre-bid conference for the Project will be held on Wednesday November 12, 2025, at 1:00PM at the Lincoln County WTP, 7674 Tree Farm Lane, Denver, NC. Attendance at the pre-bid conference is mandatory. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference and will be deemed as non-responsive.

Questions must be submitted by 5:00 PM on Friday November 21, 2025. All clarifications, answers to questions and changes made to the RFB will be responded to by written addendum. The addendum will be posted on the County’s Website on or before 5:00 PM on Tuesday, November 25, 2025.
Lincoln County reserves the right to reject all bids, to waive informalities and technicalities, and to cancel the Bid Process at any time.
