1. Introduction
The Department of Public Works for the City of Manchester, NH (DPW) is soliciting proposals
from qualified consultants or consultant teams to provide on-call design and engineering services
related to planning, design, and construction phases of transportation projects. The selected
consultant will be responsible for delivering comprehensive highway design services, including
but not limited to preliminary engineering, environmental coordination, geometric design,
pavement design, drainage and stormwater management, traffic analysis, utility coordination,
right-of-way support, preparation of plans, specifications, and cost estimates (PS&E), and
construction support services.
DPW intends to award a minimum of three (3) on-call contracts for a period of five (5) years. The
selected firms will support DPW on an as-needed basis for various design and engineering
services.
2. Agency Background
DPW, a key municipal agency in Manchester, NH, is responsible for planning, operating,
maintaining and improving the City’s public infrastructure and services that support daily life and
overall quality of life within a community of over 112,000 residents. The City’s transportation
infrastructure includes approximately 410 miles of roadways, 250 miles of sidewalks, and is home
to NH’s largest public transportation provider.
3. Scope of Services
Services may include, but are not limited to:
A. Planning
Feasibility studies and alternatives analysis

Planning-level corridor, traffic and safety studies
Conceptual roadway design and cost estimates
B. Traffic Data Collection
Traffic volume counts
Vehicle classification counts (cars, buses, trucks, multi-axle vehicles)
Axle load surveys (for pavement thickness design)
Origin–Destination (O-D) surveys
Speed studies (spot speed, journey speed)
Parking studies
Crash data analysis
C. Roadway and Highway Design
Geometric design (urban and rural roadways)
Pavement design and rehabilitation/reconstruction
Intersection design, including roundabouts
ADA compliance and accessibility improvements
Bicycle and multimodal improvements
Traffic calming measures
Drainage and stormwater design
Signing, striping, and pavement markings
Roadside safety features (guardrail, barriers)
Constructability and traffic control phasing reviews
D. Traffic Engineering
Traffic impact studies, including analytical and simulation modeling
Traffic warrant analysis (signal, turn lanes, etc)
Safety evaluations and analysis
Signal design and timing plans
ITS and intelligent transportation systems
Work zone traffic control plans
E. Environmental & Permitting Support
Environmental documentation (NEPA or state equivalent), including natural and
cultural resource investigation and permitting requirements
Coordination with local, state and federal agencies
Permit applications
F. Surveying and Right-of-Way
Topographic, and boundary surveys
Right-of-Way research and abstracting
Right-of-way layout and plan development (suitable for recordation at the
Registry of Deeds)
G. Geotechnical, Structural and Other Ancillary Services
Geotechnical investigations and reports
Retaining walls and minor structures

Overhead sign structures
Culverts and small bridges
Utility coordination and mapping
Electrical design and/or inspection services
H. Public Outreach
Public involvement plans
Stakeholder identification and coordination
Public meetings and open houses
Communication materials and digital/online engagement
Renderings and graphics
I. Bid and Construction Phase Services
Preparation of plans, specifications, and estimates (PS&E)
Assistance during bidding
Construction administration and inspection
Shop drawing review
Responding to RFIs
Value engineering construction proposals
As-built documentation
J. Other Design and Engineering Support
Driveway submission reviews associated with site plan and subdivision
applications
Parking lot layout and circulation review and design
Landscape design
Quality control and/or quality assurance plan reviews
Technical writing assignments, including preparation of reports, procedures,
manuals, grants, etc.
Other support work as assigned
Specific tasks will be defined through individual work authorizations.
4. Minimum Qualifications
Firms submitting qualifications must demonstrate:
Expertise in transportation design and engineering, and related disciplines in similar
scope and complexity
Knowledge of federal, state, and local transportation regulations, programs and guidelines
Experience with federal and state funding requirements
Capability to manage multiple projects concurrently
Strong communication and coordination skills.
This work will require Professional Engineer (PE), Professional Traffic Operations Engineer
(PTOE), Licensed Surveyor and New Hampshire Department of Transportation (NHDOT) Local
Program Administration (LPA) certifications in the State of New Hampshire.

5. Submittal Requirements
RFQs shall be concise and include the following sections:
A. Cover Letter
o Name, address, primary contact
o Brief summary of qualifications and interest
B. Firm Profile and Organization
o Legal structure, organizational chart and years in business
o Office location(s) and staff availability
o Description of subconsultants (if applicable)
C. Relevant Experience and Project Examples
o Description of recent and relevant projects (within the last five (5) years)
o Client name, project description and outcomes
o Reference contact information (minimum of three (3))
D. Key Personnel and Roles
o Project manager and key staff resumes
o Roles and responsibilities
o Relevant certifications or licenses
E. Technical Approach
o General approach to transportation projects
o Quality control and project management methods
o Experience with innovation, technology or best practices
o Experience with Public Engagement
Maximum length: 20 pages excluding resumes.
6. Evaluation Criteria
RFQs will be evaluated based on:
Relevant experience and technical expertise
Qualifications of key personnel, firm capacity and availability
Quality and clarity of the submittal
Experience with similar agencies and projects
Demonstrated understanding of municipal transportation design and engineering
challenges
7. Selection Process
Following evaluation, DPW may:
Shortlist firms for interviews
Enter into contracts with one or more firms. The number of final contracts is at DPW’s
sole discretion.
Establish an on-call or task-order agreement
This RFQ does not commit the agency to award a contract.

9. Contract Term

11. Questions and Addenda
All questions regarding this RFQ must be submitted in writing to the contact listed above by the
stated deadline. Responses and any addenda will be posted or distributed to all know proposers.
12. General Conditions
The DPW reserves the right to reject any or all submittals, waive informalities, and request
additional information as necessary.
Some or all task orders issued under this on-call contract may be federally funded and subject to
federal grant requirements. When applicable, the selected consultant(s) shall comply with all
federal, state, and local laws, regulations, and policies.
The selected consultant will enter into the City’s standard Professional Services Agreement, and
is subject to annual appropriation of funds. Insurance and indemnification requirements will
apply.
All work products become property of the City.
