Colonial Square Roundabout, Sidewalks, and Resurfacing Project

Sealed bids will be received by the Thomas County Board of Commissioners – Public Works Department at any time prior to 1:00 P.M. (local time), August 15, 2025, for the furnishing of all materials, labor, equipment, and for performing all work required for the completion of the 2025 Colonial Square Roundabout, Sidewalks, and Resurfacing Project located in Thomas County, Georgia.

The project includes, but is not limited to, the following work:

• Construction of a roundabout at the intersection of Liberty Street and Constitution Avenue.
• Installation of concrete sidewalks along Liberty Street, Williamsburg Avenue, Constitution Avenue, and Independence Street.
• Full-depth patching and reconstruction at designated locations on the aforementioned streets.
• Milling and resurfacing of all identified roadways.
• Installation of storm drainage infrastructure at the Liberty Street and Constitution Avenue intersection.
• Demolition and removal of existing infrastructure as indicated in the project plans.

SPECIAL NOTE: THERE WILL BE A MANDATORY PRE-BID CONFERENCE WEDNESDAY AUGUST 6, 2025, 1:00 P.M. ON THE 2 ^ND FLOOR CONFERENCE ROOM, 116 WEST JACKSON STREET, ROOM #215, THOMASVILLE, GA 31792

THE PRE-BID CONFERENCE IS MANDATORY FOR ANYONE THAT WILL BE SUBMITTING A BID.

Bids will be publicly opened and read aloud in Room 215, located at 116 West Jefferson Street, Thomasville, GA, at the time specified above.

All bidders must be certified contractors with the Georgia Department of Transportation (GDOT). While the majority of work is related to concrete and asphalt and does not require a utility contractor’s license, certain portions of the project do require a licensed utility contractor, as mandated by law.

Bid documents, including Instructions to Bidders, Bid Form, Form of Contract Agreement, Plans, Specifications, and required Bond Forms (Bid Bond, Performance Bond, and Payment Bond), are available for download from the Thomas County Board of Commissioners' website: https://thomascountyboc.org

A complete printed set of plans, specifications, and bid documents may be obtained from the Thomas County Public Works Department upon payment of $75.00 per set. Please note that all fees are non-refundable. Proposals will not be considered unless the bidder is officially recorded as having purchased the complete bid package.

Each bid must be accompanied by a Bid Bond in an amount not less than ten percent (10%) of the total bid. The successful bidder will be required to furnish a Performance Bond and a Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. All bonds, insurance certificates, and related documents must be executed or countersigned by a licensed resident agent of the surety or insurance company, maintaining an established place of business within the State of Georgia and complying with all applicable state laws.

Bids must be sealed, clearly marked:

"2025 Colonial Square Roundabout, Sidewalks, and Resurfacing"

and delivered to the Thomas County Public Works Department prior to 1:00 P.M. on August 15, 2025.

No bid may be withdrawn for a period of sixty (60) calendar days after the scheduled bid closing.

The Thomas County Board of Commissioners reserves the right to:

• Reject any or all bids,
• Waive technicalities and informalities,
• Re-advertise the project,
• Or award the contract in a manner deemed to be in the best interest of the County.
