NOTICE OF REQUEST FOR PROPOSALS
The City of Tomball, Texas has been notified by the Department of Housing and Urban Development (HUD) of the following: In the Consolidated Appropriations Act, 2024 (Public Law 118-42) (the FY2024 Act), and the Further Consolidated Appropriations Act, 2024 (Public Law 118-47) (the Further FY2024 Act) Congress made funding available for specific Community Project Funding (CPF) Projects. These CPF awards are administered by the Department of Housing and Urban Development (HUD). HUD received information regarding the City of Tomball’s project from Congress. The City will be submitting documents to HUD to receive the award(s). The City is soliciting proposals to provide grant writing and administration services for these Community Project Funding (CPF) Project(s).
Sealed proposals and a statement of qualifications for the proposed services shall be addressed to Meagan Mageo - Project Manager, City of Tomball, 501 James Street, Tomball, Texas 77375 and shall be labeled “RFP Number 2025-06 – “Grant Administration Services”, “DO NOT OPEN”. Proposals will be accepted until 2:00 PM CST on January 16, 2025. The City reserves the right to negotiate with any and all individuals or firms that submit proposals as per the Texas Professional Services Procurement Act and the Uniform Grant and Contract Management Standards. Section 3 Residents and Business Concerns, Minority Business Enterprises, Small Business Enterprises and Women Business Enterprises are encouraged to submit proposals.
Upon consideration of the qualifications submitted, the City of Tomball reserves the right to accept or to reject any submittal, to waive technicalities and to make any investigation deemed necessary concerning the bidder’s ability to provide the service(s) required and covered by the specifications, and to accept what in its judgment is the most advantageous.
During the period between the Request for Qualifications, submission date, and the contract award, respondents including their agents and/or representatives/owners, shall not directly or indirectly promote their proposal or bid
to any member of the Tomball City Council or City staff except in the course of City-sponsored inquires, briefings, interviews, and/or presentations requests. Violation of this provision may result in the rejection of the respondent’s Proposal submittal.
