REQUEST FOR PROPOSAL
The City of Rochester is seeking proposals from qualified Consultants (“Consultant(s)”) to provide
engineering design, bidding, construction administration and resident project representative (RPR)
services required for three separate public works construction projects that will replace a total of
approximately 3,215 existing lead water services on various streets within the City. The FFY23 BIL LSLR
Group 5A project is expected to involve the replacement of 980 services and a smaller number of inside
services. The FFY23 BIL LSLR Group 5B project is expected to involve replacement of 1,195 services and a
smaller number of inside services. The FFY23 BIL LSLR Group 5C project is expected to involve replacement
of 1,040 services and a smaller number of inside services. Work will also involve surface restoration that
is limited to pavement and lawn repair due to the trench excavation. Chip sealing or milling and
resurfacing will not be included in this project.
The City of Rochester may award a separate PSA to the selected consultant for a Final Pavement
Restoration Project to provide design and/or RPR services for pavement chip seal and milling & resurfacing
of streets included in the LSLR projects. See Section 1.1 for additional information.
1.0 BACKGROUND
The City of Rochester Water Bureau (RWB) is a division within the City’s Department of Environmental
Services. RWB administers a number of capital improvement programs/projects for the City’s water
supply and distribution system. One such capital program is the Lead Service Line Replacement (LSLR)
Program.
There are approximately 59,000 active water services within the City’s water distribution system, of
which, approximately 17,000 are known to contain lead (either lead, lead-lined iron or galvanized iron).
The City has developed an aggressive program to replace all lead services by 2030.
Water services are divided into two sections, both of which are owned by the property owner. The
“outside” service is defined as the section located between the service connection at the water main
and the curb valve (inclusive). City code stipulates that RWB is responsible for maintenance of this
section. The “inside” service is considered to be the section located between the curb valve and the
building. The property owner is responsible for maintenance and replacement of this section.
Replacement of inside water services must be performed by a licensed plumber.
While RWB possesses relatively complete records of outside water service material (approximately 99%
known), records of inside service materials are not nearly as complete (approximately 30% unknown).
RWB has undertaken an initiative to identify all unknown inside service materials. These records are
being updated daily.
Tentative Project Area Maps can be found in Figures 2, 3 and 4. Work is expected to include
replacement of all outside and inside lead services within the Project Areas. On previously completed
projects, the number of inside lead services replaced has been approximately 20% of the number of
outside services replaced. The Consultant will be expected to utilize the RWB’s GIS data, which includes
outside and inside water service material records, to develop the construction contract drawings
required for this project. Contract drawings prepared by RWB for a recent LSLR project, using RWB’s GIS
data, are found in Appendix A.
A portion of the project is located in an area designated by the New York State Department of
Environmental Conservation (NYSDEC) as being in the vicinity of animals (Peregrine Falcon) listed as
endangered or threatened. A copy of the NYSDEC Environmental Resource Mapper is included as Figure

1. RWB requested additional information from the regional office of NYSDEC and received
correspondence from them stating that “…a Part 182 Incidental Take permit will not be required for the
project as presented.” In their correspondence, NYSDEC noted the presence of remedial projects within
the project area that are under management by NYSDEC. It was noted that if work is to
be conducted on these sites beyond the right of way, it must follow the approved site management
work plan including but not limited to: notifications, soil screening, community air monitoring, oversite
by a qualified environmental professional, etc. It was also noted that the respective NYSDEC project
managers should be contacted for each instance. A copy of the NYSDEC correspondence, dated January
10, 2024, is included in Appendix B.
$24 million in Bipartisan Infrastructure Law (BIL) funding through the Drinking Water State Revolving
Fund (DWSRF) is designated for design, inspection and construction of these project. Consequently, the
Consultant will be required to comply with New York State Environmental Facilities Corporation
(NYSEFC) Mandatory State Revolving Fund Terms and Conditions for Non-Construction Projects, which
can be found in Appendix C and will be incorporated into the Professional Services Agreement (PSA).
1.1 Final Pavement Restoration Project
The City may seek to enter into separate professional services agreements with the selected Consultant
for design and/or RPR services related to the final pavement restoration work (chip seal and milling &
resurfacing) on streets that will have lead services replaced. The Final Pavement Restoration Project will
be bid separately from and after the BIL LSLR FFY 23 projects. If interested, the proposer should
highlight experience with City of Rochester street improvement projects, with an emphasis on City
specifications, pavement restoration, ADA curb ramp design, and other related incidental
improvements. In addition, ground survey, base mapping, and utility coordination will be included in
the scope of services. The Consultant may submit up to two (2) additional (and separate) pages in
their proposal for this street improvement project. Design services for the street improvement project
is anticipated to begin in 2026 with construction anticipated to begin in 2028 after construction of the
BIL LSLR FFY 23 projects is substantially complete. Please note that the proposer’s street design
experience will not be included in the evaluation and scoring of the BIL FFY 23 project. The PSA for the
final pavement restoration will be funded separately from local funds that include City MWBE goals and
will be administered by the City’s Bureau of Architecture and Engineering. The City will not issue a
separate RFP for the Final Pavement Restoration Project
