Sealed proposals are requested by the San Antonio Water System for the construction of the Indian Hills Elevated Storage Tank, SAWS Job No. 21-6009. The Project includes construction of a new 2.5 MillionGallon (MG) Elevated Storage Tank (EST), including site/grading/drainage improvements, driveways,security fencing, traffic control, yard piping, water main and tie-in. Also included is construction ofelectrical equipment, security, Supervisory Control and Data Acquisition ( SCADA) controls and other related appurtenances. Prior to construction ofthe new EST, demolition is required of existing structures on site. The Project also includes improvementsto the existing Indian Hills Pump Station including surface preparation and coating application of the pumpstations above grade piping, valves, pumps, Motor Control Center (MCC’s) electrical panels electrical canopy, pump skid, pumps,hydropneumatics tanks, corroded hardware, etc. Additionally, pump station improvements such as thereplacement of pressure transmitters and heat tracing to the electrical rack, demolition of existing jockeypump, replacement of existing flow meter, check valves, butterfly valves, air release valves, pressuretransmitters, flexible conduits, electrical equipment/conduits, and heat tracing, replacement of existingpiping insulation and installation of new insulation on above grade valves and appurtenances and therelocation of pressure transmitter on hydropneumatic tanks are included in the Project.

A non-mandatory site visit will be held at 2:00 PM (CST) on November 14, 2024, at 8461 Indian Hills Lane, Boerne, Texas, 78006. The subsequent document “Attachment A: Site Visit Procedures” is attached hereto and made part of this specification section and includes procedures that shall be followed to attend the non-mandatory site visit.

Be advised that firms responding to this RFCSP ( Respondents) are prohibited from communicating with any other SAWS staff, the Consultant, the Developer, or COSA officials regarding this RFCSP up until the contract is awarded as outlined in the Instructions to Respondents .

Proposals will be received electronically only, until 2:00 PM (CST) on December 12 19 , 2024 Electronicproposals will be received via the secure SAWS FTP site.  See the Electronic Proposal Opening Instructions attachment for additional information regarding an electronic proposal submittal. Electronic proposals shall be accompanied by a bid bond in an amount not less than five percent of the total proposal price. (Or, if providing SAWS with a cashier's check or certified check in an amount not less than five percent of the total proposal price, SAWS will request this within 24 hours from the Respondent who did not submit a bid bond). Proposals will then be publicly opened and read aloud by Contract Administration via WebEx.

Respondents will need to submit a request by 5:00 PM (CST) on December 11 18 , 2024 , to receive access to the File Transfer Protocol (FTP) site via email to Lindsay.Esquivel@saws.org . Respondent’s email requesting access to the FTP site shall provide the legal name of the Respondent’s company and the intended recipient’s email address and phone number. No requests for FTP site access will be accepted after 5:00 PM (CST) on December 11 18 , 2024 .
