SPRINGFIELD TOWNSHIP, HAMILTON COUNTY, OHIO

REQUEST FOR DEPOSITORY/BANKING SERVICES PROPOSALS

FOR THE PERIOD OF 8/24/2026 to 8/23/2031

Springfield Township, Hamilton County, Ohio, hereby invites banking institutions to submit proposals for the required depository and banking services for the Township’s active deposits.

The depository agreement will be for a term of five years commencing on August 24, 2026 and ending on August 23, 2031. The successful depository will be awarded by the Township Board of Trustees during its regular meeting on August 11, 2026. All submittal institutions will be notified of the award by August 18, 2026.

Springfield Township has an average daily cash balance of $27,000,000 to $30,000,000 and a bi-weekly direct deposit payroll averaging $350,000.

The Township’s account requirements are as established by Ohio Revised Code 135.01 to 135.21 and include: 1) Daily Governmental Account for Active Funds, secured by utilization of the Ohio Pooled Collateral System; and 2) Interest Bearing Overnight Repo/Sweep Account, secured by utilization of the Ohio Pooled Collateral System. The successful institution must demonstrate its ability to timely receive and deposit large cash deposits utilized by the Drug Abuse Reduction Taskforce (DART) operated by the Township.

Banking institution must be an eligible public depository as specified in Ohio Revised Code 135.03, be a member of F.D.I.C. or F.S.L.I.C., and be a participant in the Ohio Pooled Collateral System. Financial institutions which do not participate in the Ohio Pooled Collateral System need not apply.

The criteria for evaluating the proposals will be based upon a combination of:

1. The interest rate quoted;

2. The extent and convenience of services to be provided, including but not limited to:

a. Agreement to assign an Account Executive/Individualized Customer Service Representative and an alternate to the Township;

b. List of per item charges (if any) for each service, or state specific services provided with no charges or fees;

c. Preparation of monthly statements with check or check image;

d. Secure Internet Banking;

e. Payroll Direct Deposit;

f. Wire service;

g. Incoming and outgoing ACH/EFT services with detail;

h. Ability to deposit cash funds procured from the DART; and

i. Service fees, charges and other costs.

j. Positive Pay

3. The formula used in calculating the interest earnings;

4. Background and experience of banking institution to provide quality service to like public entities; and

5. The internal cost associated with changing depositories.

Signed proposals must be delivered to the attention of the Fiscal Officer, Springfield Township, at the Administration Building address listed above in a sealed envelope marked “Depository Application.” PROPOSALS ARE DUE BY 2:00 P.M. ON JULY 24, 2026.

Persons interested in submitting an application to provide depository and banking service for the active deposits of Springfield Township must:

• Provide ALL of the answers, information, and documents requested in this RFP. Failure to respond to each of the requirements in this RFP may be the basis for rejecting the Proposal in its entirety.

• Comply with any term and condition outlined in this RFP. Failure to comply with any term or condition in the RFP may disqualify the financial institution during the designation period.

• Complete all forms legibly (either in writing or typed).

• Provide four (4) copies of the Proposal and any supporting documents.

• Deliver the completed Proposal in a sealed envelope marked “Depository Application” to the Fiscal Officer, Springfield Township, 9150 Winton Road, Cincinnati, Ohio 45231.

I. COMMUNITY BACKGROUND AND BANKING NEEDS

Springfield Township, Hamilton County, Ohio (the Township), is a political subdivision established in 1795 to exercise the rights and privileges conveyed to it by the constitution and laws of the State of Ohio. The Township is directed by a publicly elected three-member Board of Trustees and managed by the Township Administrator. The Township has an elected Fiscal Officer. The Finance Director is the employee charged with daily management responsibilities for Township funds.

The Township uses fund accounting as required by law to manage the Township’s financial resources. An adequate cash balance is maintained in overnight ICS sweep account to meet short term requirements.

The Township currently has 185 employees, all of whom receive their payroll distribution via ACH direct deposit.

The Township uses online banking services for: (1) viewing daily account activity; (2) viewing Township-issued credit card statements and paying same; (3) processing vendor ACH payments; (4) processing interfund bank transfers; (5) downloading monthly bank reconciliation data; and (6) paying certain vendors using the Federal Reserve Wire system.

A. Requirements:

The following requirements must be met at all times by the depository in order to maintain the depository agreement in good standing:

The Financial Institution must maintain a full-service corporate office or branch convenient to 9150 Winton Road, Cincinnati, Ohio 45231 and be open for business daily. Monday through Friday, from at least 9:00 a.m. to 5:00 p.m.

The Financial Institution must provide a high level of personal service to the Township. While the services requested are diverse and require specialized talent to achieve success, Springfield Township desires a single individual be assigned as an Account Executive responsible for the relationship between the Township and the Financial Institution. A second individual should be designated to provide individualized service to the Township in the event of a temporary absence of the designated Account Executive. Except in the event of an employee separation, such Account Executive and Alternate Account Executive shall not be changed without the prior approval of the Township.

3. Pooled Collateral:

All Township funds on deposit with the institution in excess of any FDIC insurance shall be collateralized against the risk of loss due to institutional failure.

Unless otherwise approved by the Township in writing for good cause shown, the Institution MUST participate in the Ohio Pooled Collateral Program within 90 days of being designated a depository for the Township in order to remain eligible to be the depository for Springfield Township.

ANY DESIGNATION OF DEPOSITORY STATUS TO A FINANCIAL INSTITUTION WHICH IS NOT A PARTICIPANT IN THE OHIO POOLED COLLATERAL PROGRAM AT THE TIME OF DESIGNATION SHALL BE CONDITIONAL UNTIL SUCH TIME AS PARTICIPANT STATUS IS GRANTED. IF THE FINANCIAL INSTITUTION FAILS TO OBTAIN PARTICIPANT STATUS BY THE TIME DESIGNATED HEREIN, THE CONDITIONAL DEPOSITORY DESIGNATION SHALL BE REVOKED AND A NEW DEPOSITORY SELECTED.

IV. REQUIRED BANKING SERVICES

A. Account Structure:

Each proposal shall provide documented examples of its funds availability schedule for electronic and paper transactions, and provide the following information:

C. Timely Deposit of Drug Forfeiture Funds:

Springfield Township is the entity which manages and operates the Drug Abuse Reduction Task Force (DART). In the course of its duties, DART regularly receives forfeitures of cash used in the illegal drug trade, in amounts ranging from thousands of dollars to three hundred and fifty thousand dollars ($350,000.00). These cash forfeitures typically come in the form of small denomination bills and coins.

The Financial Institution must specifically agree to accept these forfeiture deposits as follows:

1. Cash Forfeitures of $1.00 to $10,000.00 – must be counted and accepted for deposit within one (1) business day of verbal notification of receipt of forfeiture.

2. Cash Forfeitures of $10,000.01 to $100,000.00 – must be counted and accepted for deposit within three (3) business days of verbal notification of receipt of forfeiture.

3. Cash Forfeitures Exceeding $100,000.00 – must be counted and accepted for deposit within five (5) business days of verbal notification of receipt of forfeiture or such other time as mutually agreed upon by the Financial Institution and the Township.

D. Online Banking Services:

The Township extensively uses the online capabilities with its current banking and depository services provider, and expects a similar service offering through this RFP. Please respond to the following:

1. Is the institution’s online banking system a web-based platform, or is software required to be installed on the Township’s computer systems?

2. Describe how online access is restricted, controlled and protected. Does the institution utilize multi-factor authentication (MFA) in order to remotely access an account? If so, does it incorporate a physical aspect (e.g., fob) or an email/text/phone call?

G. Wire Transfer Services:

The depository must maintain wire transfer facilities through the Federal Reserve Bank System. While the Township does not generally send or receive a large volume of wire transfers, the following information must be provided:

1. Ability of the Township to initiate and monitor wire transfers online.

2. Ability to create and store any recurring/repetitive wire instructions/templates.

3. Ability to create and store future-dated wire instructions, and any limitations on such scheduling.

4. Describe the security measures in place for wire initiation and authorization.

H. Automatic Clearing House (ACH):

Please provide the following information regarding the institution’s ACH service:

1. Describe the methods by which the Township can submit or initiate ACH transactions.

2. Describe the pre-notification policy, and any cost associated with pre-note items.

3. Describe the institution’s RDC item representment policy through ACH, and the timing of such transactions.

4. Describe security measures in place for ACH initiation/origination and reception. Provide information on any ACH filters and blocks provided by the institution.

I. HSA/FSA Management:

Although the Township does not currently fund an HSA/FSA Account for its employees, the Financial Institution must be able to provide and manage such accounts as follows:

1. To account for employee reimbursement checks through the Flexible Spending Account.

2. To account for Health Saving Account activities.

If established, funds would be provided via Township contributions and pre-tax employee withholding.

J. Credit Card Purchasing:

The Township requires up to thirty-five (35) credit cards that are issued to individual Township employees. Pursuant to the Township’s credit card policy, these credit cards must be issued under both the individual employee’s name and the name of Springfield Township. The credit limit for each card may vary, with the maximum credit limit being $7,500, but the limit must be able to be temporarily increased for a designated credit card up to $25,000 within 24 hours if the Township requires a higher limit.

The Township does not currently use RDC to scan and deposit checks. However, it is possible that this capability may become necessary in the future. Please provide the following:

1. A copy of the most recently audited comprehensive financial statements of the parent organization. The Township would prefer to receive the 2025 report, if available. If it is not available, the FY 2024 report is acceptable.

2. A copy of the current quarterly Consolidated Report of Condition and the Consolidated Report of Income, known as Call Reports, for the preceding four (4) quarters.

3. The name and the most recent rating received by an appropriate ratings agency.

4. References for similar banking services for similar clients or depositors. Include a comprehensive list of all local governmental customers, listing the names of the agency, a contact person, and the agency address and telephone number.

5. Describe your organizational structure, identifying the process used in making decisions regarding Township accounts. (i.e., local vs. regional decision making).

6. Include a schedule of all bank service fees.

7. Describe what index the earnings rate on the Township accounts would be pegged to, listing the last six months applicable rates.

8. Include a sample of the standard monthly detailed statement. If other statement formats are available, please provide copies of them.

9. Ohio Pooled Collateral System Compliance -- Copy of most recent SCALE report, if one is available.

10. Describe briefly your proposed implementation plan and timetable for conversion, including any required training. The plan should provide the Township with sufficient detail to allow for a reasonable estimate of the complexity and costs. and any alternative to this request.

VIII. Agreement for Public Depositories

This Agreement is hereby made by and between

(“Financial Institution”) and the Springfield Township Board of Trustees (“Township”) for the period commencing August 24, 2026 and ending August 23, 2031, to be designated as a depository by Springfield Township pursuant to Ohio Revised Code (“ORC”) §§ 135.03 and 135.12 for:

This Agreement is accompanied by a financial statement of the Financial Institution, under oath of its (Title of Authorized Officer), in such detail as to show the capital funds of the Financial Institution as of the date of its latest report to the superintendent of financial institutions, the comptroller of the currency, the federal deposit insurance corporation, the board of governors of the federal reserve system, or the national credit union administration adjusted to show any changes therein prior to the date of application, pursuant to ORC §§ 135.08 or 135.10, as applicable.

1. Compliance with ORC 135:

a) Maximum Percentage of Public Moneys: The Financial Institution agrees to comply with ORC ⸹135.03 and OAC 113-7-03 et seq. in that the Financial Institution shall not receive or have on deposit, at any one, time public moneys, including public moneys as defined in ORC § 135.31, in an aggregate amount in excess of thirty percent (30%) of its total assets, as shown in its latest report in the case of a bank, to the superintendent of financial institutions, the comptroller of the currency, or the federal home loan bank board or, in the case of a savings association, savings and loan association, or savings bank to the superintendent of financial institutions, the federal deposit insurance corporation, or the board of governors of the federal reserve system or, in the case of a credit union, the national credit union administration.
