The City of Lake Forest is soliciting proposals from qualified firms to provide professional Security Guard Services for City Parks and Lake Forest Sports Park.

A. Purpose: The purpose of this RFP is to obtain security guard services for various City of Lake Forest (“City”) parks. The City is seeking a qualified firm (the “Contractor”) with demonstrated experience in the provision of high-quality security services using unarmed mobile/roaming security officers, from 6-8 hours per shift daily, throughout the year.

B. Background: The primary goal of the City and by extension its security guard service provider is to deliver reliable and professional security services that assure safe and secure environments for community members visiting city parks

C. General Patrol Duties and Tasks:

• Provide professional, unarmed security guard services aligned with City objectives, applicable laws, regulations, and industry standards.
• Ensure security guards maintain a professional appearance and demeanor.
• Protect City personnel, contractors, and bystanders during enforcement operations.
• Deter unauthorized and/or unpermitted activities through a visible presence and proactive surveillance.
• Conduct inspections of City-designated areas to identify graffiti, unwarranted behavior and potential security risks.
• Conduct security checks, document observations, and verify compliance.
• Guards shall monitor park use for compliance with all posted park rules and ordinances.

• No service will be assigned on the following holidays: New Year’s Day, Martin Luther King Day, Washington’s Birthday, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Friday after Thanksgiving, and Christmas Day.

• Security guard services may be required for up to 7 days per week, with varying shifts and durations based on location.
• Typical shift duration will be four hours or longer.
• Emergency or on-call services may be requested at the City’s discretion.

Project Description

The City is seeking Security Guard Services for the city parks security project.

The services are expected to be completed within 3 years from contract award. The City anticipates awarding a contract with an initial term of January 1, 2026 to December 31, 2028 with two additional one year options. If the parties are unable to reach an agreement, the City, at its sole discretion, will not move forward with the renewal option and shall re-procure the work.
