The City of Pontiac, in coordination with NTH Consultants, Ltd., is undertaking a project to remove underground storage tanks (USTs) and associated fueling system components at two municipal sites: the Oakland County Police Department and the Waterford Township Fire Department Station #7. Both facilities currently contain aging underground fuel storage infrastructure that is no longer required for operations and must be decommissioned in compliance with state and federal environmental regulations.
The scope of work includes the decommissioning, removal, and disposal of the USTs, fuel dispensers, venting systems, piping, ballast pads, and electrical components. The project also requires site restoration, including excavation backfilling, compaction, and pavement replacement to match existing grades and drainage conditions. Contractors will be required to coordinate closely with City staff and facility representatives to ensure continued access and safe operation of emergency service facilities during construction.
Environmental precautions are central to the project. Contractors must follow all applicable Michigan FL/CL rules, MIOSHA standards, and local codes, provide soil sampling support, and be prepared to properly stage impacted materials if contaminated soils or groundwater are encountered. Additional measures include installing catch basin filter fabric, dust control, erosion control, and protecting existing utilities and landscaping throughout the project duration.
The City has identified bid alternates for certain work items, including expanded pavement removal and replacement, protective bollard installation, and reconnection of an aboveground storage tank (AST). These alternates will allow flexibility in project delivery and provide the City with cost options.
