Notice of Intent to Award a Sole Source
The City of Lynn Haven intends to enter into an agreement with:
Vendor: Motorola Solutions, Inc.
Requisition Number: 20262866
Software/Services: Annual VideoManager EL Cloud software subscriptions, including unlimited
cloud storage and evidence management services for two (2) existing Motorola WatchGuard in-
car video camera systems utilized by the Police Department.
Sole Source Determination
The City of Lynn Haven Police Department utilizes Motorola Solutions WatchGuard in-car video
camera systems throughout its patrol fleet to capture and manage digital evidence generated
during law enforcement operations. The Department has identified the need to procure
VideoManager EL Cloud software subscriptions for two existing in-car camera systems. The
VideoManager EL Cloud platform is proprietary software developed and maintained by
Motorola Solutions. The software provides the hosted environment necessary for secure storage,
management, retrieval, and retention of digital evidence generated by the WatchGuard camera
systems. All software licensing, cloud hosting, updates, and technical support must be obtained
directly from Motorola Solutions.
The Police Department's existing in-car camera systems and digital evidence management
processes are integrated with the Motorola WatchGuard platform. Procuring the required
VideoManager EL Cloud subscriptions ensures the continued operation of these camera systems
within the Department's established evidence management environment. Use of an alternative
software platform is not practicable, as it would not be compatible with the existing Motorola
WatchGuard camera systems or the Department's digital evidence management processes.
Maintaining a single, standardized platform also promotes consistency in evidence storage, user
administration, security controls, and system management across the Police Department.
Based on this information, the City has determined that no other vendor can provide compatible
software licensing, cloud hosting, and support services necessary for the City's existing Motorola
WatchGuard video evidence management system.

Opportunity to Respond
Any vendor who believes it is capable of providing substantially equivalent proprietary software
licensing, cloud hosting, and support services compatible with the City's existing Motorola
WatchGuard video evidence management system must submit a written response no later than:
2:00 PM CST on Friday, August 11th, 2026
Responses must include:
• Vendor name and contact information
• Documentation demonstrating authorization from Motorola Solutions to provide the
required software and cloud services
• Evidence demonstrating compatibility with the City's existing Motorola WatchGuard in-
car camera systems
• Experience providing digital evidence management solutions for law enforcement
agencies
• References for similar municipal police department clients

If no responsive submissions are received by the stated deadline, the City intends to proceed with
award to Motorola Solutions, Inc.
The City reserves the right to determine, in its sole discretion, whether a responding vendor’s
qualifications demonstrate the ability to meet the City’s requirements.
