TOWN OF NORTH HAVEN
A Public Auction for the Sale of Leaf Compost - Project No. 27-3, will be held at the
Town of North Haven’s Leaf Compost site located at 91T Sackett Point Road, North Haven,
Connecticut (Entrance to facility is located on Powered Metals drive), at 10:00 A.M. on Thursday
August 27,2026 which time and place the Auction will commence and bids publicly read.
Specifications may be obtained from the Department of Finance and Administration office.
After bids are solicited and read the Director of Administration/Procurement may analyze
whether vendors have submitted comparable bids and meet the requirements called for. In
reviewing the bids, the Director of Administration/Procurement may consider the past
performance, financial responsibility, and sales and service experience of the vendors. The
Director of Administration/Procurement reserves the right to reject any or all bids, to waive any
defects in same and/or to choose other than the highest bidder, if it be deemed in the best
interest of the Town of North Haven.

Invitation to Bid at Auction

Notice is hereby given that the Town of North Haven, Connecticut shall hold a Public Auction for
the Sale of Composted Leaf Material (unscreened).
The Public Auction will be held at the Town’s Leaf Compost Facility, located at 91T Sackett Point
Road in North Haven, Connecticut. Access to the facility is at Powered Metals Drive which is off
Grasso Avenue. Interested Bidders will be greeted by Town Officials who will guide them to the
location of the Composted Leaf materials (unscreened) for sale by auction.
Auction and bidder registration will be held on Thursday, August 27, 2026, at the Leaf
Composting site. Bidder registration will begin at 9:45 a.m. and bidding will commence at
10:00 a.m. sharp.
Intent of Auction
The Town of North Haven, Connecticut, is seeking to sell several hundred cubic yards of
composted leaf materials (unscreened). The Town makes no claim to the exact yardage
of the materials being auctioned.
Composted leaves will be sold to the highest bidder.
General Conditions of the Auction
1. The Town makes no claims as to the amount of cubic yardage of leaf compost materials.
2. All purchased materials shall be removed from the site no later than Friday October 23,
2026. Buyers will forfeit all materials left on site beyond the date of Friday, October 23,
2026, unless specific arrangements have been made in writing / e-mail, and approved
by the Director of Public Works Field Operations or his designee.
3. Successful Bidders shall supply all equipment, manpower, and materials needed to
remove the leaf compost from the site. The Town of North Haven will NOT provide
transport or equipment for loading or unloading. This is the responsibility of the
successful bidder.
4. Access to the site and hours of Operations will be approved by the Director of Field
Operations or his designees only.
Instructions to Bidders
1. An inspection of all leaves composted materials (unscreened) may be scheduled by
calling Michael Maturo, Director of Public Works Field Operations or his designees at
(203) 239-5321 ext. 8410
2. All bidders must register to Bid.
3. Bidding shall be in the form of Lump Sum of leaf Composted Materials (unscreened).
4. Composted Leaves will be sold to the highest bidder.
5. One hundred percent (100%) of the payment shall be made at the conclusion of the
auction. Payment shall be in the form of check or cash. No credit cards will be
accepted at the Public Auction.
6. In the event the successful bidder fails to provide payment, or the removal of the
material by the above stated dates, the Town of North Haven shall resell the material
and hold the original bidder liable for any difference in price and any other cost incurred
because of non-payment/failure to comply with removal of material within the above-
described time frame.
7. The successful bidder shall supply the Town of North Haven with a General Liability
Certificate of Insurance, naming the Town of North Haven as “additional insured” with
the minimum coverage being identified as $1,000,000 of liability.
8. In the event the highest bid fails to produce said insurance certificate within five (5)
working days of the Public Auction date, the next highest bidder can elect to purchase
the leaf compost materials (unscreened) for the highest bid price.
9. The Town of North Haven reserves the right to reject all the bids if it is in the best
interest of the Town of North Haven to do so.
