INTRODUCTION
INTRODUCTION
The City of Coalinga (“City”) is soliciting proposals from qualified and experienced Contractors to provide On-Call
Tree Maintenance Services for City-owned trees located within the limits of the City of Coalinga under a two (2)
year service agreement. See Appendix C for the City of Coalinga Limits map. The City of Coalinga anticipates
awarding a contract to the qualified contractor at a regular City Council meeting on September 17th, 2026.
All qualified Contractors interested in providing these services are invited to submit their Request For Proposal
(RFP). Interested Contractors shall submit their RFP to the City Engineer, Tri City Engineering, via email to
info@tricityengineering.com or mailed or dropped off* to the City Engineer’s office at the below address:

The Contractor’s RFP will be evaluated and ranked according to the information provided in Appendix B, “Proposal
Evaluation,” of this RFP.
Addenda to this RFP, if issued, will be sent to all prospective Contractors and will be posted on the City website at:
https://www.coalinga.com/Bids.aspx
It shall be the Contractor’s responsibility to obtain any addenda that may be issued.
The Contractor’s attention is directed to Appendix A, “Submittal Requirements.”
The RFP submission shall be received by the City Engineer prior to Tuesday, September 1st at 2:00 PM. Submit
one (1) electronic copy in PDF format of the Contractor’s RFP to info@tricityengineering.com. RFPs shall be
submitted with email subject as “RFP 26-12-01 Citywide On-Call Tree Maintenance Services”. If mailed or
dropped off, RFP title, submission deadline, and the Proposer’s name should appear on the face of the envelope.
Submittals received after the time and date specified above will be considered nonresponsive and will be returned
to the Contractor.
Any RFPs received prior to the time and date specified above may be withdrawn or modified by written request of
the Contractor. To be considered, however, the modified submittal must be received prior to Tuesday, September
1st.
Unsigned submittals or submittals signed by an individual not authorized to bind the prospective Contractor will be
considered nonresponsive and rejected.
Upon review of submitted RFP’s, the City of Coalinga Public Works Department staff as well as City Engineer will
review and evaluate the proposals based on the following:
1. Qualifications
2. Quality and Warranty
3. Overall Cost
This RFP does not commit the City to award a contract, to pay any costs incurred in the preparation of a proposal
for this request, or to procure or contract for services. The City reserves the right to accept or reject any or all RFPs
received as a result of this request, to negotiate with any qualified Contractor, or to modify or cancel in part or in its
entirety the RFP if it is in the best interests of the City to do so. The City also reserves the right and intends to award
only one contract resulting from this RFP. Furthermore, a contract award may not be made based solely on price.
The prospective Contractor is advised that should this RFP result in recommendation for award of a contract, the
contract will not be in force until it is approved and fully executed by the City.

All products used or developed in the execution of any contract resulting from this RFP will remain in the public
domain at the completion of the contract.

Tuesday, August 18th. The reply will be in the form of an addendum, a copy of which will be provided in
writing to all known proposers who received the original RFP.

The Contractor shall provide tree maintenance services in accordance with the statement of work described herein
and in compliance with all applicable federal, state, and local laws, regulations, and industry standards, including
the current American National Standards Institute (ANSI) and International Society of Arboriculture (ISA) standards
within the City of Coalinga limits at various City locations.
Work includes but is not limited to tree pruning, clearance pruning, tree removal and disposal, emergency
response services twenty-four (24) hours per day, seven (7) days per week, and traffic control where needed. It will
be the responsibility of the Contractor to provide all equipment, materials, and labor as necessary to perform the
work described in this document in a safe, efficient, and legal manner. All work shall be completed using accepted
arboricultural practices while protecting adjacent public and private property and minimizing disruption to the
public.
A mandatory site visit is not required, and no pre-proposal meeting will be scheduled. However, proposers are
strongly encouraged to conduct their own site visit and familiarize themselves with the various work locations and
existing site conditions.
GENERAL REQUIREMENTS
a. The Proposer shall possess and maintain all licenses, registrations, certifications, and permits required by
the State of California and all other applicable regulatory agencies for the performance of the services
described herein. All required credentials shall remain valid throughout the term of the Agreement
International Society of Arboriculture (ISA) Certified Arborists
b. Tree Care Industry Association (TCIA) Accreditation preferred
c. ISA Certification Required
d. The Contractor shall possess and maintain a valid California Contractors State License Board (CSLB) Class
C-49 Tree Service Contractor license throughout the term of the Contract.
e. The Contractor shall maintain a written safety program and ensure that all personnel assigned to the
Contract are adequately trained in applicable OSHA and Cal/OSHA safety requirements, including but not
limited to chainsaw safety, aerial lift operations, personal protective equipment (PPE), traffic control, and
chipper safety. Training records shall be made available to the City upon request.
