The City of Bristol, Tennessee, hereinafter referred to as “City” is soliciting bids from qualified licensed and bonded Firms; Contractors; (“Contractor”) to provide Bulk Concrete (Delivered) material in accordance with specifications.

Prospective Contractors responding to this bid shall provide a Cost Bid Sheet in addition to other items requested herein.

III. DESCRIPTION OF REQUIREMENTS AND SPECIFICATIONS

Bulk Concrete (Delivered)

1.0 GENERAL

o All materials shall comply with Tennessee Department of Transportation Standard Specifications for Road and Bridge Construction of latest date.

o All concrete shall have a minimum of 6% air entrainment.

o The City shall give a minimum 24-hour notice for delivery.

o Delivery Location: F.O.B. Job Site

o All concrete shall be delivered within a 15-mile radius of the intersection of Volunteer Parkway and State Street as specified by the City for each order.

o The City reserves the right to award the bid on the basis of individual, categorical or in the aggregate, as may be deemed necessary and appropriate to meet the City’s specific needs.

o Stated quantities on the Bid Pricing Sheet are estimates of usage for a twelve-month period. The City reserves the right to purchase increased or decreased amounts of each item as may be deemed necessary at the prices quoted on this bid form. Individual orders may be made for any quantities below the indicated quantities, except for small items which will be purchased in standard packaged quantities. Releases shall be verbal and/or written; if verbal, a written confirmation will follow.

oPrices quoted shall remain firm for (30) days from the date of issuance of agreement and shall include all applicable cost and charges, including delivery. Contractors shall submit their best and final pricing with their bid. Any proposed price adjustments during the contract term shall be clearly identified in the bid and shall include the basis for the adjustment for the City’s consideration. Any price increase after award shall include independently verifiable documentation supporting the request and shall be based on changes in a recognized published industry index, such as the U.S. Energy Information Administration (EIA) U.S. or the On-Highway Diesel Fuel Price Index for fuel-related delivery cost. Any increase or decrease must be more than 10% and shall be limited to the amount of that increase or decrease from the Index only, there shall be no allowance for additional overhead or profit. The contractor shall provide the applicable baseline index in effect on the bid opening date, the current index, and a calculation demonstrating the requested adjustment. No price increase shall be effective unless expressly authorized by the contract and approved in writing by the City. Likewise, if the applicable published index decreased or the conditions supporting a previously approved increase no longer exist, contract prices shall be equitably adjusted downward to reflect the reduction in the Contractor’s documented costs. Any extension of the contract beyond the September 30, 2027, including any modification to pricing, terms, or conditions, shall be subject to mutual written agreement of both parties.

2.0 DESCRIPTION OF MATERIAL

o (1) TDOT Class A Concrete (3000 psi)

o (2) TDOT Class A High Early Concrete (3000 psi)

o (3) TDOT Class D Concrete (4000 psi)

o (4) TDOT Class D High Early Concrete (4000 psi)

o (5) TDOT General Use Flowable Fill (30 psi minimum at 28-days, 140 psi maximum at 98-days)

o (6) TDOT Early Strength Flowable Fill (30 psi minimum 24-hours, 140 psi maximum at 98-days)

o (7) Concrete for placement with a curb extruding machine shall be TDOT Class A (3000 psi) concrete with the following exceptions; the slump shall range from 0 to 3 inches. The water and percentages of fine and coarse aggregate may be adjusted within the limits specified (fine aggregate may range from 40 to 65%) to permit satisfactory placement.

V. BID SUBMISSION INSTRUCTIONS
Seal bid response in an envelope plainly identified on the outside in the lower left corner of your
envelope with the Bid Name and Number. The Vendor is responsible for insuring delivery on or
before the bid opening date and time to City of Bristol Tennessee Purchasing Department, Attn:
Vicki Riley, Purchasing Agent, 801 Anderson Street, Rm 203, Bristol, TN 37620.
Bids will be accepted at 801 Anderson Street, Rm. 203, Bristol, Tennessee 37620 until bid
closing. At such time names of bidders and bid amounts will be read publicly.
Please submit on (1) original complete bid
No oral, telephonic, telegraphic, electronic (E-Mail) or facsimile proposals will be considered.
Late proposals will not be considered. It is the responsibility of the bidder to ensure that the
bid arrives at the correct location by the correct time.
Bid Packet must include:
1. Signed Cost Sheet
2. Signed General Conditions
Instruction to Bidders
1. Each bid must be signed by the bidder with his/her original signature on the Bid Pricing Sheet for consideration. Bids by
a Partnership must be signed with the partnership name by one of the members of the partnership, or by an authorized
representative, followed by the signature and title of the person signing. Bids by Corporations must be signed with the
name of the corporation, followed by the signature and designation of the president, secretary, or person authorized to
legally bind the corporation.
2. Bids must be received prior to the specified time of closing as designated in the invitation. Bids received late will be
returned unopened to the bidder.
3. Envelopes must be sealed (taped or glued) when submitted and must be properly noted with the bid reference number
and the description of the bid item. Separate bids must be submitted for each reference number. The City will not be
held responsible for the premature opening of unmarked envelopes if sent through regular mailing system. Facsimile
transmissions of bidding documents will not be accepted.
4. Bids containing erasures or corrections thereon will be rejected unless said erasures or corrections are noted over the
initials or signature of the bidder.
5. Bids may be submitted on any one item or any group of items unless otherwise stated herein. The unit price must be
shown for each item or group of items as requested.
6. All prices quoted shall be United States currency. Prices shall be stated in units of quantities specified.
7. Prices quoted, unless otherwise stated by bidder, will be considered as being based on delivery to destination as designated
and to include any charges for packing, crating, containers, etc., and being in strict accordance with specifications as shown.
8. Samples, when requested, must be furnished free of expense prior to the opening of bids and if not destroyed will, upon
request, be returned at the bidder’s expense.
