Request for Proposals (RFP) 2025-012 to provide
Progressive Design-Build Services for
CITY OF THOMASVILLE PARADISE PARK PHASE II PROJECT

The City of Thomasville is issuing this Request for Proposals (RFP) to initiate the selection of a
Design/Build team and requests interested and qualified proposers to submit their proposals for
professional park and infrastructure design services, pre-construction consulting services, and
construction services for the Paradise Park Phase II Project. All proposers to the RFP are
subject to instructions communicated in this document and additional terms and conditions
listed in this RFP. The Owner reserves the right to reject any or all RFPs and to waive
technicalities and informalities at the discretion of the Owner.
Restriction of Communication: From the issue date of this RFP solicitation until a successful
proposer is selected and announced, proposers are not allowed to communicate for any reason
with any members of the Selection Committee or the Owner staff, except for:
a) Submission of questions as instructed in the RFP,
b) During the proposer's conference (if applicable), or
c) As provided by any existing work agreement(s).
A complete electronic RFP Package may be obtained by emailing Eve Geyer at
eve.geyer@thomasville.org. RFPs must be delivered to the Office of the City Engineer, 411 W.
Jackson Street, Thomasville, GA 31792 and should be delivered in accordance with instructions
in the RFP package.
Proposals must be accompanied by a Certified Check or Bid Bond in the amount of not less
than five percent (5%) of the proposal amount, as a guarantee that the Proposer, if awarded the
Contract, will within ten (I0) days after written notice having been given of such award, enter into
a written contract with the City of Thomasville, Georgia, in accordance with the accepted
proposal.
Bidders are required to review the insurance requirements in the request for proposal with their
provider to insure all aspects of the requirements can be met.
No Proposals may be withdrawn after the scheduled closing time for the request for proposals
for a period of sixty (60) days.

Separate Payment and Performance Bond in the amount of one hundred percent (100%) of the
Contract will be required upon award.
All bid bonds, performance and payment bonds, insurance contracts, and certificates of
insurance shall be either executed by or counter-signed by a licensed resident agent of the
surety or insurance company, having his place of business in the State of Georgia, and in all
ways complying with the insurance laws of the State of Georgia.
Questions will be accepted via email to eve.geyer@thomasville.org per the RFP instructions to
ensure the same information is given to everyone. A questions addendum will be issued shortly
after the deadline for questions and posted on the Georgia Procurement Registry (GPR) and
City of Thomasville website.
