ADVERTISEMENT FOR BIDS
Separate sealed bids for N Church & Oakland Avenue Stormwater Improvements (City Bid No. 2026-16)
for the City of Florence will be received by the OWNER in the Council Chambers located at the address
below until 2:00 PM on April 23, 2026, and then at said place be publicly opened and read aloud. Electronic
bids will not be accepted. All bids must be clearly marked with the bid name/number on the exterior
envelope.
Information and Bidding Documents for the Project are available at the following website:
https://ardurra.com (under the Bid Docs tab). Bidding Documents may be obtained by download from the
designated website.
Prospective Bidders must register through the designated website in order to be recognized as an official
plan holder, regardless of whether Bidding Documents are obtained from the designated website or from
another source in either electronic or paper format. The designated website will be updated periodically
with addenda, lists of registered plan holders, reports, and other information relevant to the preparation and
submission of a Bid for the Project. All official notifications, addenda, and other Bidding Documents will
be issued exclusively through the designated website. Neither the Owner nor the Engineer will be
responsible for Bidding Documents, including addenda, obtained from sources other than the designated
website.
Scope of Work: The work to be completed consists of furnishing all materials, equipment, and labor
necessary for full depth pavement patching and surface milling, overlay improvements, pipe cleaning, pipe
lining, and stormwater improvements for:
Oakland Avenue, N Church Street, Layton Street, Norfolk Street, N Brand Street, Lynch Street, N Brunson
Street
Construction Schedule: The OWNER intends to issue the Notice of Award within 30 days of the bid
opening, and the Notice to Proceed on or about June 1, 2026. The allowable construction schedule for the
project is 180 calendar days.

A mandatory pre-bid conference for the Project will be held on April 9, 2026, at 1:00 PM at the Florence
City Center, located at 324 W. Evans Street, Florence, SC 29501. Attendance at the mandatory pre-bid
conference is required. Bids submitted by Bidders who do not attend the mandatory pre-bid conference will
not be accepted.
Bidders must deposit security with all bids. Security shall be in the form of a certified check or bid bond
made payable to the Owner, and shall be for an amount equal to not less than five percent (5%) of the
amount of the bid. Provisions of the security shall be as described in the Information for Bidders.

No bid will be considered unless the bidder is legally qualified under the provisions of the South Carolina
Contractor's Licensing Law (South Carolina Code of Laws as amended on April 1, 1999, Chapter 11,
Sections 40-11-10 through 40-11-428). All bidders must be properly bonded and insured, with proof
provided upon request. Contractors shall have a classification of AP.
No bidder may withdraw the bid within 60 days after the actual date of the opening and thereof.
This project is being funded in whole or in part by the ARPA-funded Stormwater Infrastructure Program
(ASIP), which is administered by the South Carolina Office of Resilience (SCOR) and funded by federal
State and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan Act (ARPA). All
federal SLFRF requirements and ASIP requirements will apply to the contract.
All contractors must be registered in the federal System for Award Management (SAM) and must not be
debarred from doing business with the federal government. It is the prime contractor’s responsibility to
ensure that any subcontractors they engage are properly registered in SAM and are not debarred.
Respondents for this work will be required to comply with all applicable federal regulations.
The Owner hereby notifies all Bidders that it will affirmatively ensure that in any Contract entered into
pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation
and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration
for an Award. The Owner is an Equal Opportunity Employer. Any Contract that uses federal funds to pay
for construction work is a “federally assisted construction contract” and must include the equal opportunity
clause found in 2 C.F.R. Part 200, unless otherwise stated in 41 C.F.R. Part 60, and encourages all small
and minority owned firms and women’s business enterprises to participate. No Bidder may withdraw his/her
Bid within (60) days after the actual date of the opening thereof.
The Copeland “Anti-Kickback” Act is also applicable, which prohibits workers on construction projects
from giving up wages that they are owed. The Contractor must not appear on the SAM.gov disbarment list.
Bidders must comply with the President’s Executive Order No. 11246, as amended, which prohibits
discrimination in employment regarding race, creed, color, sex, or national origin.
The Contractor shall comply with the Department of Labor Safety and Health Regulations for construction
promulgated under the Occupational Safety and Health Act of 1970 (PL91-596) and under Section 107 of
the Contract Work Hours and Safety Standards Act (PL91-54), or latest revisions.
The Owner welcomes submissions from minority and woman owned businesses. Please indicate that you
are a minority or woman owned business with your request for bid documents.
This solicitation does not commit the Owner to award a contract, to pay any costs incurred in the preparation
of a bid, or to procure or contract for services. The Owner reserves the right to waive any informalities,
reject any and all responses, to cancel this solicitation, and to make an award deemed in its own best interest.
