Purpose
The Bronx District Attorney’s Office (BXDA) seeks proposals from qualified service provider(s) to develop and implement a program for teens and young adults identified by BXDA as being at high risk of engaging in serious violent crime. This initiative supports BXDA’s broader strategy to reduce gang and crew-related violence in the Bronx through proactive, public health-based interventions informed by research on youth desistence from crime.
Program Description
The program – Bronx Restore – will take place in the 46 th precinct, in the Fordham area of the Bronx. Applicants should propose program models that provide intensive support and investment for participants in the identified high-risk population. Services and treatments should aim to address root causes of violence such as trauma and poverty-induced barriers to stable employment, education, housing, and community engagement. BXDA encourages meaningful partnerships with community-based organizations, to leverage their unique expertise. The goal is to support long-term community safety in the Fordham area through preventative interventions.
This program will be voluntary for participants who will be identified in consultation with BXDA. Applicants should identify specific age parameters and outreach and engagement strategies for identified teens and young adults. Programs are expected to serve approximately 15 participants at any given time, with programming of up to 20 hours per week for a maximum of one year, though ideal program length and weekly hours should be specified in the proposal. Participants will receive a stipend of $25 per hour for each hour of participation. Services should be provided in both English and Spanish.
Proposal Requirements
Given the participants’ age, gang/crew involvement, and likely history of trauma, the proposal should, at minimum, include the aspects listed below.
Reporting Requirements and Evaluation
Grantees will be required to document progress, maintain records, and submit reports to BXDA regarding implementation of projects and milestones achieved. Such reports will be submitted 30 days after the end of each quarter and should include a description of the progress undertaken in the prior quarter.
Grantees will be required to fully participate in an independent implementation and outcome evaluation. Specific required data elements will be determined in consultation with BXDA and the evaluator based on the program model.
Funding Amount/Contract Terms
The total award should not exceed $1,400,000, over two years.
Evaluation of Proposals
Proposals will be evaluated based on the quality of the proposer’s approach and program design. In addition, the evaluation will assess the applicant’s successful, relevant experience providing similar services. Proposals will also be evaluated based on the organization's staffing model and organizational structure as it relates to the capacity to deliver these services.
Scoring will be based on the following criteria:
Pre-Proposal Conference
A pre-submission conference to clarify project details and provide an opportunity for applicants to pose questions will take place on Monday, December 15, 2025, from 1 to 2 pm.
