THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a firm fixed price contract under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements to Strategic Operations, Inc. Located at 4705 Ruffin, San Diego, CA 92123-1611. The North American Industry Classification System (NAICS) code for this requirement is 339113 Surgical Appliance and Supplies Manufacturing; the business size standard is 800 (of employees).
NAVSUP FLCSD intends to award a sole source contract to Strategic Operations, Inc.
for the purchase of a comprehensive one-day Hyper-Realistic medical training environment capable of supporting up to thirty personnel, designed to simulate high-stress, real-world medical emergencies. Strategic Operations, Inc., is the only known source capable of providing a comprehensive service where Contractor must provide expert instruction from certified Subject Matter Experts in Cut Suit operation and related medical procedures, including needle decompression, hemorrhage control, surgical airways, chest tube insertion, suturing and Foley catheter placement. Realistic casualty simulation is essential, requiring certified Cut Suit and amputee actors, as well as high-fidelity mannequins with integrated blood pumping systems.
The training must facilitate the use of advanced medical equipment, such as patient monitors, ventilators, blood infusers, and ultrasound devices, within a simulated emergency room and field environment. This procurement is being pursued under a sole source justification based on the unique capabilities of the equipment and the lack of viable alternatives from other manufacturers.
This notice of intent is not a request for competitive proposals, and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the licenses and proof as being an authorized distributor of the product.
Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
