BACKGROUND
The Land Reutilization Authority of the City of St. Louis, Missouri ("LRA" or "Authority") is
seeking bids for General Contracting Services at 6303 West Florissant Avenue, formerly known as
the Club Imperial. The building was built pre 1952 giving the building an approximate age of around
72 years old. The building is a two story plus basement with multi-wythe brick masonry exterior
bearing walls. Infill appears to consist of wood framed joists, steel beams, masonry bearing walls,
and wood columns. The roof is low slope/flat with what is believed to be single slope to the south
facade. Downspouts are present on the south facade. A parapet is observed on at least the east, north
and west sides. The full building footprint appears to have interior brick masonry walls forming
three distinct sections. The street facing (north) facade appears historic with stone bands, stone coins,
and other stone accents. West facade maintains the same historic character as the north facade.
LRA is seeking the services of a St. Louis city certified eligible demolition contractor for the
selective deconstruction and demolition of its building located at 6306 West Florissant.
The work which the Contractor shall be required to perform under this contract shall commence at
the time stipulated by the Authority in a Notice to Proceed. LRA seeks to have these services
completed no later than September 30, 2026.

PRE-BID MEETING:
Two pre-bid meetings will be held for prospective bidders at 6303 West Florissant, Saint Louis, MO
63136.
First Pre-Bid Meeting: March 13, 2026 @ 10:00 a.m.
Second Pre-Bid Meeting: March 18, 2026 @ 1:00 p.m.
Prospective bidders will be required to sign a liability waiver upon arrival. Hard hats and appropriate
footwear are encouraged.
Prospective bidders and prospective subcontractors are strongly encouraged to attend.

BIDDER'S QUALIFICATIONS
The Authority shall award this Contract to the lowest, responsive, responsible bidder.
Notwithstanding the previous sentence, the Authority has the power and authority to reject any and
all bids and repost advertisements of the work.
SCOPE OF WORK
1. Scope Reference: Work includes all selective deconstruction, preservation, salvage, storage, and
coordination required by "Exhibit D - Items to Be Preserved" and applicable specifications
described in "Exhibit B - Specifications."
2. Preservation Responsibility: All items designated for preservation shall be removed intact and
protected. Damage shall be repaired or replaced at the Contractor's expense.
3. Brick Salvage Assumptions Update based on new info from DMA
3.1. Estimated quantity: 100,000 standard-size bricks
3.2. Palletization at approximately 500 bricks per pallet
3.3. LRA would like to preserve 8 pallets with approximately 4,000 bricks total
3.4. Pallet stacking shall comply with OSHA requirements
3.5. Pallets and other preserved items shall be delivered to the storage facility at 3940 Dr. Martin
Luther King Drive, St. Louis, MO 63113.
3.5.1. LRA staff must be given 24 hours notification to coordinate access to the building.

3.5.2. Contractor will be responsible to load materials from the job site, deliver them to the
storage facility, unload them at the storage facility, and move them to the designated
storage location within the facility.
3.5.2.1. Materials can be stored on-site until moved to the permanent storage facility
given the following:
3.5.2.2. The items should be in a locked area and protected from vandals.
4. Completion Demolition: After selective deconstruction and salvage are complete, the Contractor
shall demolish all remaining structures and improvements not designated for preservation.
5. Disposal: Disposal of non-salvaged materials shall be included in the Option price. Salvage
value, if any, shall be reflected in the bid.
6. Hazardous Materials: Unless specifically noted otherwise, hazardous material abatement
(including asbestos, lead-based paint, PCBs, etc.) is by Contractor. Contractor should follow all
applicable laws and regulations for agency notifications, handling, and disposal of such material.
There is no prior assessment of the structure available, and the structure may be too unsafe to
inspect. If a full assessment and subsequent abatement cannot be performed, Contractor shall
follow and document any modified notification, handling and/or disposal activities under
regulations as allowed. See Exhibit B - Specifications.
7. Utilities: Contractor shall coordinate utility shutoffs and verify utilities are disconnected prior to
demolition.
8. Site Condition: PadReady Condition: The Contractor shall leave the site in a condition suitable
for immediate future construction. This includes removal of all structures and debris; backfilling
and compacting excavations with clean fill to 90% Standard Proctor; establishing positive
drainage; providing a stable, smooth, roughgraded surface; completing all utility disconnections;
and ensuring the parcel is free of hazards, unsuitable materials, and standing water.
9. No Separate Payment: Temporary protection, sequencing, handling, storage, coordination with
utilities, dust control, and safety measures shall be included in the Option price.

Bidders must provide "Exhibit C - Bid Form" along with other documents described herein to be
considered.
Bidders are advised that, subject to the provisions of Section 144.062 RSMo, purchases of tangible
personal property and materials to be incorporated into or consumed in the construction of this
project are not subject to Missouri sales tax and may be made on a sales tax-exempt basis pursuant
to an Exemption Certificate issued by the Authority. LRA will provide a tax-exempt certificate.

CORRECTIONS
Erasures or other changes in the Bid Forms must be explained or noted over the signature of the
Bidder. Failure to comply with this may result in the disqualification of the bid submitted.
TIME FOR RECEIVING BIDS
Bids received prior to the advertised hour of closing will be kept sealed. The representative of the
Authority whose duty it is to open them will decide when the specified time has arrived, and no bid
received thereafter will be considered. Notwithstanding the foregoing, when a Bid arrives by mail
after the time fixed for closing, and it is shown to the satisfaction of the Authority that the non-
arrival on time was due solely to delay in the mail service for which the Bidder was not responsible,
such bid may be received and considered. The Authority will not be responsible for the premature
opening of a Bid not properly addressed and identified.
Bids received through STLpermits.com will be electronically time-stamped automatically.
Bids or bid modifications received by email or facsimile will not be considered.
Bidders are cautioned to allow ample time for transmittal of bids by mail or otherwise. Bidder
should secure correct information relative to the probable time of arrival and distribution of mail at
the place where bids are to be opened; and, so far as practicable, make do allowance for possible

delays in order to avoid the necessity for investigations of claims that such delays in receipt of bids
were due solely to delay in the mail, as provided for in this section.
CONFLICT OF INTEREST
Respondent, shall, by signed declaration attached hereto as Exhibit J, affirm that it is not aware of
any conflicts of interest impacting this RFB; that it has not employed or solicited, nor will it
compensate any person or business for a contract resulting from this RFB; that other than those
persons disclosed on its declaration, no elected or appointed officials of the City of St. Louis;
employees of the City of St. Louis; employees or board members of St. Louis Development
Corporation or the Land Reutilization Authority of the City of Saint Louis, Missouri; or any of their
relatives have or has, within the last five (5) years, an ownership or pecuniary interest in Respondent
or in this solicitation.
WITHDRAWAL OF BIDS
Bids may be withdrawn by written request dispatched by the Bidder in time for delivery in the
normal course of business prior to the time fixed for closing, provided that written confirmation is
placed in the mail and postmarked prior to the time set for bid submission. Negligence on the part of
the Bidder in preparing its bid confers no right of withdrawal or modification of its bid after such bid
has been opened.
REJECTION OF BIDS
The Authority reserves the right to reject the bid of any Bidder, notwithstanding its price, for any
reason considered by the Authority to be relevant to the Bidder's potential performance, including
but not limited to the Bidder's past performance on other projects; claims history, financial capacity
and stability of the Bidder; workforce and management capability of performing the work within the
required Time for Completion and consistent with the other requirements of the Contract
Documents, relevant experience and qualifications (or lack thereof), the Bidder's willingness to
execute the required Contract, and any other information requested by or furnished in response to
this Invitation in the attached Instructions to Bidders, availability of qualified personnel to supervise,
manage and perform the work; existence of adequate bonding and insurance; past payment history of
the Bidder with respect to subcontractor obligations and other bills for materials, supplies, labor or
related services; the Bidder's ability to conform to the requirements of the Contract, Identified
Drawings, Technical Specifications and other Bid Documents; and the Authority's assessment of
whether the Bidder is capable of performing the work in a full, timely, complete and proper fashion.
In determining which Bidder, if any, the Authority concludes is the lowest, most responsive Bidder,
the following elements, in addition to those above mentioned, will be considered:
a) the capacity of the Bidder to perform the work;
a. whether the Bidder and any subcontractors has the necessary workforce to complete
the work timely;
b. whether the Bidder and any subcontractors has adequate equipment available to do
the work properly and expeditiously and in conformance with contract requirements;

c. whether the Bidder has suitable financial resources to meet the obligations incidental
to the work;
d. whether the Bidder has appropriate technical experience; and
b) the MBE/WBE goals of the contract.
The Authority reserves the right to waive non-substantive irregularities in the bidding. Based on the
nature of the work to be performed, and the technical requirements, experience and capacity
necessary in connection with work required by the contract, the Authority will evaluate each bid by
determining the specific entity and individuals who will be performing the work on the Project. The
Authority reserves the right to reject any Bidder as unqualified, if it proposes to perform the work
principally through other companies who will participate in the bidding as a partner or joint venture
with the Bidder.
Each Bidder is required to provide a Performance and Payment Bond as set forth in the contract. In
assessing the qualifications, responsibility and responsiveness of a Bidder, the Authority may
consider whether the entity submitting the bid is capable of providing the Performance and Payment
Bond in its own name, or instead is providing bonding or insurance through an affiliation with
another entity.
AWARD OF CONTRACT
Each Bidder is required to submit a fully completed Form of Bid (Exhibit C). It is understood by the
Authority that the actual types and quantities of repairs to be made will be determined during
construction and may affect the final Project cost. The successful Bidder and the award of a contract
will be based on the Authority's overall determination as to the lowest, most responsive Bidder,
considering, among other things, not only cost but adherence to specifications, past performance of
the Bidder, and such other factors as have been identified herein. The selected Bidder to whom an
award is made will be notified at the earliest practicable date. The Authority however, reserves the
right at its sole discretion to reject any and all bids and to waive any non-substantive irregularities in
the bids received. This includes, but is not limited to, the failure of a Bidder to make reasonable good
faith efforts to demonstrate the ability to meet the City's MBE/WBE goals prior to bid opening.
LIVING WAGE
Any contract entered into pursuant to this RFB are subject to the St. Louis Living Wage Ordinance
Number 65597, codified at Chapter 3.99 of the Revised City Code of St. Louis, and its associated
regulations. Respondents hereby agree to comply with the applicable measures thereof.
PREVAILING WAGE
BASIS OF BID
A. The Bid for this Contract shall be based upon the required payment by the Contractor of the
prevailing hourly rate of wages for each craft or type of worker required to execute the Contract
as determined by the Department of Labor and Industrial Relations of Missouri.

B. The principal Contractor and all Subcontractors shall pay not less than the prevailing hourly rate
of wages for each craft or type of worker required to execute this Contract as determined by the
Department of Labor and Industrial Relations of Missouri pursuant to Sections 290.210 to
290.340, inclusive of the Revised Statutes of Missouri, 2019. A schedule of such prevailing
hourly rates of wages as determined by the Department of Labor and Industrial Relations of
Missouri, pursuant to said statutory provisions as of this letting date, is attached as Exhibit L and
made a part of this Contract.
C. The principal Contractor and all Subcontractors shall comply in all respects with Section 290.210
to 290.340 inclusive, Revised Statutes of Missouri, current edition, which is made a part of this
Contract.
D. The Contractor and each Subcontractor in charge of the project shall keep an accurate record
showing the names and occupations of all workers employed by them in connection with the
public works project and showing also the actual wages paid to each of the workers, which
record shall be open at all reasonable hours to the inspection of the department or the public
body awarding the Contract, its officers, or agents.
E. The aforesaid prevailing hourly rate of wages is subject to change by the Department of Labor
and Industrial Relations of Missouri or by Court decision as provided by law during the life of
this Contract, and such change shall not be the basis of any claim by the Contractor against the
City nor will deduction or claim be made by the City against sums due to the Contractor by
reason of any such change.
F. Each Contractor or Subcontractor shall furnish each week a statement to LRA with respect to the
wages paid to each of its employees (including apprentices and trainees, watchmen, and guards)
engaged in Work covered by the Copeland Regulations during the preceding weekly payroll
period. The statement shall be executed by the Contractor or Subcontractor or by an authorized
officer or employee of the Contractor or Subcontractor who supervises the payment of wages.
Contractors and Subcontractors must use the certification set forth on U.S. Department of Labor
Form WH-348 or the same certification appearing on the reverse of Optional U.S. Department of
Labor Form WH-347 or on any form with identical wording.
UTILIZATION OF MINORITY & WOMEN-OWNED (MBE/WBE) BUSINESS
ENTERPRISES:
Contractor shall make a good faith effort to maximize Minority and Women-Owned Business
Enterprises (MBE/WBE) utilization. It is the policy of LRA that, to the extent Contractor is
expressly permitted to enter into any sub-agreement for work, MBE/WBE shall have an equal
opportunity to participate in the performance of this Agreement.
Pursuant to Ordinance 70767 and the Mayor's Executive Order #91, this project has identified
project specific inclusion goals of 21.7% MBE and 11.8% WBE. Respondents shall make good faith
efforts to achieve these goals in their bids, either through subcontracts or self-performance. If
respondents are unable to achieve these goals, documentation of the good faith efforts shall be
included in bids and will be reviewed as part of the overall evaluation. Good faith efforts should be
well documented and may include copies of emails sent to MWBE-certified firms, call logs,
meetings or workshops, and other efforts.

Respondents need to submit the MWBE Utilization Plan (Exhibit K) along with their bids. The
Utilization Plan identifies which specific MWBE certified firms will be performing work on the
project. Respondents should confirm that the firm is currently certified by searching the website
listed in the preceding paragraph.
EMPLOYMENT OF UNAUTHORIZED ALIENS PROHIBITED
Prior to Contract execution and as a condition of final award, the selected Bidder shall by sworn
Affidavit and provision of documentation, affirm its enrollment and participation in a federal work
authorization program with respect to the employees working in connection with this project. The
Bidder shall sign an Affidavit affirming that it does not knowingly employ any person who is an
unauthorized alien in connection with this project pursuant to the provisions of Sections 285.525
through 285.555 of the revised Statutes of Missouri, 2016.
ANTI-DISCRIMINATION AGAINST ISRAEL ACT
Prior to Contract execution and as a condition of final award, the selected Bidder shall, pursuant to
the provisions of 34.600 of the Revised Statues of Missouri, certify and affirm in writing that it is not
currently engaged in and shall not, for the duration of the Contract engage in a boycott of goods or
services from the State of Israel; companies doing business in or with Israel or authorized by,
licensed by, or organized under the laws of the State of Israel; or persons or entities doing business in
the State of Israel.
PUBLIC RECORDS LAW
Any Bidder awarded a Contract under this Request acknowledges that the Authority is a "public
governmental body" under and subject to the State of Missouri's Sunshine Law (the "Act"), Revised
Statute of Missouri 610.010 et seq. The Authority will not give prior notice of receipt of a request
under the Act for any record that has been provided to it by Bidder, nor of any record disclosed
pursuant to the Act. Nothing in any awarded contract shall supersede, modify, or diminish in any
respect whatsoever any of the Authority's rights, obligations, and exceptions under the Act, nor will
the Authority be held liable for any disclosure of records, including information that Authority
determines in its sole discretion is a public record subject to disclosure under the Act.
TAX AND LICENSE CLEARANCE
A. Payment of City Taxes Required
LRA will not contract with a Respondent that has outstanding payments due to the City of St. Louis
Collector of Revenue. Respondents are expected to be current on all payments and submission of all
required reports. All personal property taxes must be paid. Further, if applicable, every contract for
