BACKGROUND
The Land Reutilization Authority of the City of St. Louis, Missouri (“LRA” or “Authority”) is
seeking bids for General Contracting Services at 6303 West Florissant Avenue, formerly known as
the Club Imperial. The building was built pre 1952 giving the building an approximate age of around
72 years old. The building is a two story plus basement with multi-wythe brick masonry exterior
bearing walls. Infill appears to consist of wood framed joists, steel beams, masonry bearing walls,
and wood columns. The roof is low slope/flat with what is believed to be single slope to the south
façade. Downspouts are present on the south facade. A parapet is observed on at least the east, north
and west sides. The full building footprint appears to have interior brick masonry walls forming
three distinct sections. The street facing (north) façade appears historic with stone bands, stone coins,
and other stone accents. West façade maintains the same historic character as the north façade.
LRA is seeking the services of a St. Louis city certified eligible demolition contractor for the
selective deconstruction and demolition of its building located at 6306 West Florissant.
The work which the Contractor shall be required to perform under this contract shall commence at
the time stipulated by the Authority in a Notice to Proceed. LRA seeks to have these services
completed no later than September 30, 2026.

PRE-BID MEETING:
Two pre-bid meetings will be held for prospective bidders at 6303 West Florissant, Saint Louis, MO
63136.
First Pre-Bid Meeting:
March 13, 2026 @ 10:00 a.m.
Second Pre-Bid Meeting: March 18, 2026 @ 1:00 p.m.
Prospective bidders will be required to sign a liability waiver upon arrival. Hard hats and appropriate
footwear are encouraged.
Prospective bidders and prospective subcontractors are strongly encouraged to attend.
Please RSVP your interest in attending this pre-bid meeting to ShannonH@stlouis-mo.gov. We will
notify everyone who RSVPs by email if any further instructions or any changes to the schedule are
necessary.
BIDDER’S QUALIFICATIONS
The Authority shall award this Contract to the lowest, responsive, responsible bidder.
Notwithstanding the previous sentence, the Authority has the power and authority to reject any and
all bids and repost advertisements of the work.
SCOPE OF WORK
1. Scope Reference: Work includes all selective deconstruction, preservation, salvage, storage, and
coordination required by “Exhibit D - Items to Be Preserved” and applicable specifications
described in “Exhibit B - Specifications.”
2. Preservation Responsibility: All items designated for preservation shall be removed intact and
protected. Damage shall be repaired or replaced at the Contractor’s expense.
3. Brick Salvage Assumptions Update based on new info from DMA
3.1. Estimated quantity: 100,000 standard-size bricks
3.2. Palletization at approximately 500 bricks per pallet
3.3. LRA would like to preserve 8 pallets with approximately 4,000 bricks total
3.4. Pallet stacking shall comply with OSHA requirements
3.5. Pallets and other preserved items shall be delivered to the storage facility at 3940 Dr. Martin
Luther King Drive, St. Louis, MO 63113.
3.5.1. LRA staff must be given 24 hours notification to coordinate access to the building.

3.5.2. Contractor will be responsible to load materials from the job site, deliver them to the
storage facility, unload them at the storage facility, and move them to the designated
storage location within the facility.
3.5.2.1. Materials can be stored on-site until moved to the permanent storage facility
given the following:
3.5.2.2. The items should be in a locked area and protected from vandals.
4. Completion Demolition: After selective deconstruction and salvage are complete, the Contractor
shall demolish all remaining structures and improvements not designated for preservation.
5. Disposal: Disposal of non-salvaged materials shall be included in the Option price. Salvage
value, if any, shall be reflected in the bid.
6. Hazardous Materials: Unless specifically noted otherwise, hazardous material abatement
(including asbestos, lead-based paint, PCBs, etc.) is by Contractor. Contractor should follow all
applicable laws and regulations for agency notifications, handling, and disposal of such material.
There is no prior assessment of the structure available, and the structure may be too unsafe to
inspect. If a full assessment and subsequent abatement cannot be performed, Contractor shall
follow and document any modified notification, handling and/or disposal activities under
regulations as allowed. See Exhibit B – Specifications.
7. Utilities: Contractor shall coordinate utility shutoffs and verify utilities are disconnected prior to
demolition.
8. Site Condition: Pad‑Ready Condition: The Contractor shall leave the site in a condition suitable
for immediate future construction. This includes removal of all structures and debris; backfilling
and compacting excavations with clean fill to 90% Standard Proctor; establishing positive
drainage; providing a stable, smooth, rough‑graded surface; completing all utility disconnections;
and ensuring the parcel is free of hazards, unsuitable materials, and standing water.
9. No Separate Payment: Temporary protection, sequencing, handling, storage, coordination with
utilities, dust control, and safety measures shall be included in the Option price.

Bidders must provide “Exhibit C – Bid Form” along with other documents described herein to be
considered.
Bidders are advised that, subject to the provisions of Section 144.062 RSMo, purchases of tangible
personal property and materials to be incorporated into or consumed in the construction of this
project are not subject to Missouri sales tax and may be made on a sales tax-exempt basis pursuant
to an Exemption Certificate issued by the Authority. LRA will provide a tax-exempt certificate.
