    • Notice to bidders:

      1. The County of San Mateo (“Owner” or “County”) has adopted a resolution determining that Design-Bid-Build Best Value Procurement method for the new Fire Station #59 (the “Project”) will allow the County to consider key qualitative factors such as contractor experience with complex site conditions, contractors financial condition, labor compliance, bidder’s safety record, statutory compliance for the payment of wages and workforce qualifications, project staffing, and technical approach when pre-qualifying General Contractors. Furthermore, the County has determined that all bidders for the Project must be prequalified prior to submitting a bid for the Project. It is mandatory that all General Contractors who intend to submit a bid for the Project, fully complete this “Statements of Qualifications” (“SOQ”) and be deemed qualified by the County to be on the qualified bidders list.

        No bid will be considered from a Contractor that has failed to comply with these requirements. If two or more business entities submit a bid as part of a Joint Venture, or expect to submit a bid as part of a Joint Venture, each entity within the Joint Venture must be separately qualified to bid.

      1. Introduction: The County invites submittals of SOQ from highly qualified General Contractor firms (“Respondents” or “Proposers”) interested in contracting with the County to provide Construction services for the Project.

      1. Selection Process: This Request for Statements of Qualification (“RFSOQ”) and the SOQ’s submitted will be used by the County to establish a list of qualified bidders based on qualifications and experience relevant to the Project.
        After evaluating all SOQs, the County will prequalify no more than five (5) firms to submit proposals to the County.

      1. This RFSOQ along with the Proposal of the selected General Contractor will be included in the Construction Contract for the Project following the award.

      1. Notice Inviting for Statements of Qualifications: The County will receive an original, signed SOQ, together with six (6) bound copies, and one (1) electronic copy in PDF sealed package delivered to Sam Lin, Manager of County of San Mateo Project Development Unit located at 500 County Center, 5 th floor, Redwood City, California 94063 (“Owner’s Office”), until 2:30 PM on October 27, 2025 for Pescadero Fire Station #59 the (“Project”)

      1. SOQ Requirements: Requirements are described in Article 3– Contractor Responsibility Questionnaire; Article 4 – Minimum Qualifications (pass/fail); Article 5 Relevant Experience. The signed, original SOQ should include a statement signed by an owner, officer, or authorized agent of the Respondent, acknowledging and accepting the terms and conditions of this RFSOQ.
        1. Respondent should address every item listed in this RFSOQ, even if the items were addressed in other sections in the SOQ. Brevity and clarity are of utmost importance. Responses that are comprised of standard marketing materials that do not specifically address the required items will not be evaluated; however, Respondents may elect to include six (6) bound copies of their marketing materials, as long as they are not permanently attached to the SOQ. Responses that do not comply with all applicable requirements may not, in the sole discretion of the County, be considered.

      1. Proposer Requirements: Proposer may be an individual, partnership, joint venture, corporation, or other recognized legal entity, which is appropriately licensed in the State of California, that holds a valid and current general contractor’s “B” license issued by the Contractors’ State License Board.

      1. Procurement of Request for Proposal Documents: Request for Proposal Documents which contain the full description of the Work and contractor duration will be issued for Proposers upon announcement of pre-qualified short-listed firms invited to submit Proposals.

      1. Proposal Preparation Cost: Proposers are solely responsible for the cost of preparing their Proposals.

      1. Reservation of Rights: This Request for Statements of Qualification (RFSOQ) is not a commitment or contract of any kind. Owner specifically reserves the right, in its sole discretion, to reject any or all SOQ, to re-issue a RFSOQ, or to waive defects in SOQ not involving time, price, or quality of the work. Owner may reject any and all SOQ and waive any irregularities in the SOQ.

      1. Project Management: The County of San Mateo Project Development Unit will be the office providing project management services for this Project. All written inquiries and requests for additional information pertaining to this RFSOQ, any Addendum, or any matter relating to the selection process, must, unless otherwise identified in an Addendum, be directed to the following designated contact:

Background

The Project includes the construction of a new single-story Fire Station, located at 350 Butano Cutoff Road, in Pescadero, California. The new 12,300 square foot facility features an Apparatus Bay, a service wing, a residential wing which includes dormitories, living spaces and offices. The building will be all-electric and utilize ERVs and operable windows for natural ventilation. The Apparatus Bay will be semi-conditioned with overhead radiant heating. Domestic water will be supplied by the newly constructed CSA-11 extension. Sanitary systems will use a local septic system with leech field. The storm water will utilize biofiltration.

The site will feature fire safe landscaping and no irrigation. The site will include a backup generator, onsite fueling station and a water storage tank for fire suppression. Existing PG&E power lines will be undergrounded at the driveways of the building and two new poles will be installed on either side of the driveway aprons.

The building construction will include a mat foundation supported by deep soil mixing (DSM). The roof will be cross laminated timber (CLT) supported by cold form metal studs. The Apparatus Bay roof will be CLT supported by prefabricated trusses. The DSM piers, fire water tank and trusses will be delegated design to be procured and managed by the General Contractor.

The existing Fire Station 59 barracks, located at 1200 Pescadero Creek Road, is to be demolished as part of this work. That site will be regraded to promote positive drainage away from the remaining Apparatus Bay, driveway and remaining outbuildings. See Exhibit A – Design Development Drawings (selected sheets).

The Project will be delivered using Design-bid-build Best Value. The selected General Contractor must be capable of staffing the Project adequately to manage the early Delegated Design ground improvements in accordance with the criteria established by the Geotechnical Engineer of Record, as well as, coordination of the required ground improvement regulatory approvals, implementation of the CEQA mitigation measures, and administration of the construction process. The successful General Contractor will be expected to work collaboratively with the Owner and Owner’s consultant(s) and Architect Perkins&Will throughout the Delegated Design ground improvements and construction process.
