The City of Charlottesville is soliciting sealed proposals from qualified vendors for the performance of a compliance review of Jaunt, Inc.'s complementary paratransit service. Jaunt's paratransit service receives federal grant funding through a subrecipient agreement with Charlottesville Area Transit (CAT). This compliance review will aid CAT in ensuring that Jaunt's paratransit service provides all required services and maintains regulatory compliance as appropriate. CAT will assess the subrecipient 's management practices and program implementation are administered in accordance with Federal Transit Administration (FTA) requirements and are meeting program objectives. The subrecipient must ensure that federally supported transit services and related benefits are distributed in an equitable manner.
As a recipient of Federal Transit Administration (FTA) Section 5307 grant funding, CAT is required by 49 U.S.C. Chapter 53 to conduct a compliance audit of any subrecipient of Section 5307 funds. CAT has awarded funding to Jaunt for the provision of paratransit services complementary to CAT's fixed route service, as required by the Americans with Disabilities Act of 1990 (ADA). The subrecipient's compliance review will determine whether FTA Section 5307 spending is in accordance with the regulations outlined in 2 CFR 200.500 and will ensure that Jaunt is meeting the paratransit service obligations as required.
