CITY OF TUPELO REQUEST
FOR QUALIFICATIONS
AND PROPOSAL
2026-037MT
The City of Tupelo is seeking
Statements of Qualifications and
Proposals from interested engi-
neering firms for the purpose of
providing full engineering services
for PHASE VIII of the MAJOR
THOROUGHFARE PROGRAM.
Phase VIII of the Major Thor-
oughfare Program consists of
eleven (11) segments of major
streets to be widened and im-
proved in Tupelo, Mississippi. The
work covered by this request in-
cludes preparation of engineering
reports, environmental surveys,
preparation of environmental im-
pact statements, roadway design,
surveying, plans, specifications,
testing and inspection of the indi-
vidual segments.
Firms interested in providing
these services must submit, as a
minimum, the following informa-
tion:
1. Experience over the past
five years in planning, schedul-
ing, designing and providing con-
struction oversight of major
collector and thoroughfare roads
under full traffic conditions.
2. Experience over the last
five years in working with Fed-
eral and State agencies. Provide
a list of agencies and primary
contact.
3. The firm’s ability and man-
power (either in-house or con-
tracted) to establish schedules
and meet these established
schedules and deadlines.
4. Number of professional em-
ployees by discipline, registration
and experience that will be ded-
icated to these projects.
5. The firm’s ability to provide
a cost efficient design.
6. Surveying capability and
availability on short notice.
7. Professional fees (design
and construction oversight) —
expressed as a percentage of the
actual construction cost of the
project (Project list provided).
Firms responding to this Re-
quest for Qualifications and Pro-
posal will be ranked using the
requested information and an En-
gineering Firm selected. The City
of Tupelo reserves the right to
reject all statements of qualifi-
cations and proposals.

Package may be obtained by con-
tacting the office of the City Engi-
neer. Interested firms are required
to submit one original and eight
copies of their response. These

and should be received by 10:00
a.m. on Tuesday, September 1,
2026 in the office of the Purchas-
ing Clerk, 71 East Troy Street, Tu-
pelo MS, 38804.
