Historic Roof and Gutter Repairs
PROJECT SUMMARY
The City of West Haven seeks qualified and experienced roofing contractor(s) to provide all
labor materials, equipment, permits, supervision, transportation, disposal services and incidentals
necessary to complete roof and gutter repairs at the historic Poli/Maud Hughes House, located at
686 Savin Avenue, West Haven, CT.
The building is listed on the National Register of Historic Places. All work shall be performed in
a manner that preserves the historic integrity of the structure while providing a durable, weather-
tight roofing system. Contractors shall exercise care to protect the existing architectural features
and repair any damage caused during construction at no additional cost to the City of West
Haven.
This project is being funded through the Connecticut Department of Economic and Community
Development (DECD) Urban Act Program. All services shall comply with applicable Federal,
State, and Local regulations, including building codes and mechanical codes, and shall be
performed by qualified personnel.
PROJECT TIMELINE
The awarded vendor(s) is expected to complete all aspects of these projects by the date specified
within the contract.

Respondents are required to submit One (1) original and three (3) copies in a sealed envelope.

Procurement office upon bid closing. Address: 3rd floor, 355 Main St West Haven, CT. They
will be opened at 12:00PM at T. Proposals received after this time and date specified above will
be rejected. No oral, telephonic, emailed, or faxed corrections, deletions, or additions to any
response shall be accepted. The City reserves the right to reject any or all responses, and to waive
any or all formalities in connection with this request. Proposals which do not incorporate our
requested format, including quoting items as described, will not be considered. Unless otherwise
stated in the solicitation. No alternate responses will be considered unless alternate responses are
specifically requested by the City. The City reserves the right to award multiple vendors under
this solicitation.
A response to this solicitation does not permit the City to award a contract, to pay any costs
incurred in the preparation of a response to this request, or to procure the city contract for
services, supplies or equipment. The City will not award to any contractor who is not qualified
under applicable Federal, State and local laws and regulations.

requirements. If the Affirmative Action Plan or Set Aside plan is not approved prior to the award
of the construction contract, the City of West Haven will then need to retain 2% per month of the
total contract value until the contractor has submitted an approved affirmative action plan to
CHRO and CHRO has granted approval.

The city will not respond to the Respondent(s) request(s) for oral interpretation and/or
clarification of the Solicitation Specifications for any reason. The city will respond to a
Respondent(s) written request(s) for interpretation and/or clarification of the Solicitation
Specifications. Questions regarding this solicitation should be emailed to Kathy Chambers.

should be included in the subject line ITB #2027-02 Poli/Maud Hughes House. The body of the
email should contain the question or clarification. Every interpretation made to a Respondent
will be in the form of an Addendum or Question & Answer to the Solicitation Documents.
ADDENDUMS TO THIS SOLICITAION
Any Addendum(s) to this solicitation document shall become part of the solicitation.
Respondents are required to check the city website for addendum(s). Each respondent shall be
bound by such addenda whether received/viewed by the respondent.
SOLICITATION PROTEST
Any Solicitation protest must be submitted in writing. Respondents may file a written protest of
the Solicitation results with the City's Purchasing Department. Protest must be submitted via
email, kchambers@westhaven-ct.gov.
The City will acknowledge receipt of a written protest. If the Purchasing Department
representative has not acknowledged receipt of the protest by the close of business on the
following days, please contact Kathy Chambers at the above email address listed.
CONTRACT TERM
The term of the contract will be determined by the City of West Haven at the time of award.
SCOPE OF SERVICES
Slate Roof Repairs
The Contractor shall inspect all slate roof sections and perform repairs necessary to restore the
roof to a watertight condition.
Work shall include, but not be limited to:
• Replacement of all missing, cracked, broken, slipped, delaminated, or otherwise damaged
slate shingles.
• Reinstallation and securing loose slate materials.
• Replacement of damaged slate fasteners and anchoring systems.
• Inspection and repair of associated flashing systems where deterioration is evident.
• Salvaging and reusing existing slate whenever practical.
• Matching replacement slate as closely as possible to the existing slate in size, thickness,
color, texture, exposure, and appearance.
• Utilizing traditional slate roofing installation methods and materials compatible with
historic structures.
The completed slate roof system shall be free of leaks and capable of providing long-term
weather protection.
Gutters, Downspouts and Drainage Systems
The Contractor shall inspect all gutters, Yankee gutters, downspouts, leaders, hangers, brackets,
collector boxes, and associated drainage components.
Work may include:
• Repairing leaking joints and seams.
• Refastening loose gutter sections.
• Replacing damaged hangers and support brackets.
• Repairing damaged copper components.
• Correcting pitch deficiencies to improve drainage.
• Cleaning accumulated debris from gutters and downspouts.
• Repairing or replacing damaged sections as necessary to restore functionality.
The Contractor shall provide all repairs necessary to restore proper drainage and prevent water
infiltration into the structure.
The total value of gutter and drainage repairs shall not exceed Seven Thousand Five Hundred
Dollars ($7,500.00) without prior written approval from the City.
Flat Roof Replacement – Roof #1 (Garage)
The Contractor shall completely remove and dispose of all existing roofing materials down to the
existing wood roof deck.
Work shall include:
• Removal and disposal of existing roofing materials.
• Inspection of the existing roof deck for structural integrity.
• Identification and replacement of rotted, deteriorated, or damaged wood decking.
• Installation of insulation and cover board as required by manufacturer specifications.
• Installation of a fully adhered EPDM roofing membrane.
• Installation of all associated flashings, edge metal, terminations, penetrations, pipe boots,
and accessories.
• Installation of all materials in strict accordance with manufacturer's recommendations.
The Contractor shall provide a separate unit price per square foot for replacement of damaged or
deteriorated roof decking discovered after demolition.
The new roofing system shall include:
• Minimum 60-mil EPDM membrane.
• Fully adhered installation system.
• New flashing assemblies.
• New edge metal and termination bars where required.
• Complete watertight roofing assembly.
The Contractor shall provide the City with:
• Twenty (20) Year Manufacturer's Warranty.
• One (1) Year Minimum Workmanship Warranty.
• Warranty documentation upon project completion.
Flat Roof Repairs – Roofs #2, #3 and #4
The Contractor shall inspect all existing flat roof areas identified as Roofs #2, #3, and #4 and
perform all repairs necessary to restore and maintain a watertight condition.
Repairs may include:
• Patching membrane deficiencies.
• Repairing open seams.
• Replacing deteriorated flashing.
• Repairing penetrations and roof-mounted equipment flashings.
• Correcting drainage deficiencies.
• Repairing blistered or deteriorated roofing materials.
• Sealing leaks and areas of water infiltration.
Prior to commencing repairs, the Contractor shall identify all deficiencies and provide a written
description of proposed repairs to the City.
Upon completion, the Contractor shall certify that the repaired roof areas are watertight and free
from active leaks.
Flashings and Metal Work
The Contractor shall inspect all roof flashings, counter flashings, coping, edge metal, valleys,
roof transitions, and associated sheet metal components.
The Contractor shall:
• Repair or replace deteriorated flashings.
• Maintain compatibility with existing historic materials.
• Utilize copper materials where existing copper flashing is present.
• Ensure all flashing transitions are watertight.
