The West Haven Board of Education, through the City of West Haven Purchasing Department, is
soliciting sealed proposals from qualified firms to provide Special Education Transportation
Services for eligible students attending educational programs as directed by the District.
The Board of Education seeks a contractor with demonstrated experience transporting students
with disabilities in accordance with each student’s individualized Education Program. (IEP),
applicable State of Connecticut regulations, and all federal requirements.
The contract will be awarded to the proposer determined to be the most qualified and whose
proposal is in the best interest of the West Haven Board of Education.
Respondents are required to submit One (1) original and three (3) copies in a sealed envelope.
Proposals received after this time and date specified above will be rejected. No oral, telephonic,
emailed, or faxed corrections, deletions, or additions to any response shall be accepted. The City
reserves the right to reject any or all responses, and to waive any or all formalities in connection
with this request. Proposals which do not incorporate our requested format, including quoting
items as described, will not be considered. Unless otherwise stated in the solicitation. No
alternate responses will be considered unless alternate responses are specifically requested by the
City of West Haven Board of Education.
A response to this solicitation does not permit the Board of Education to award a contract, to pay
any costs incurred in the preparation of a response to this request, or to procure the city contract
for services, supplies or equipment. The City will not award to any contractor who is not
qualified under applicable Federal, State and local laws and regulations.

INQUIRIES FOR CLARIFICATION
The Board of Education will not respond to the Respondent(s) request(s) for oral interpretation
and/or clarification of the Solicitation Specifications for any reason. The city will respond to a
Respondent(s) written request(s) for interpretation and/or clarification of the Solicitation
Specifications. Questions regarding this solicitation should be emailed to Kathy Chambers.
Telephone or oral questions will not be accepted. (kchambers@westhaven-ct.gov). The email
should include in the subject line RFP (i.e. 2027-03 WH BOE Special Transportation). The body
of the email should contain the question or clarification. Every interpretation made to a
Respondent will be in the form of an Addendum or Question & Answer to the Solicitation
Documents.
ADDENDUMS TO THIS SOLICITAION
Any Addendum(s) to this solicitation document shall become part of the solicitation.
Respondents are required to check the city website for addendum(s). Each respondent shall be
bound by such addenda whether received/viewed by the respondent.
SOLICITATION PROTEST
Any Solicitation protest must be submitted in writing. Respondents may file a written protest of
the Solicitation results with the City's Purchasing Department. Protest must be submitted via
email, kchambers@westhaven-ct.gov.
The West Haven Board of Education will acknowledge receipt of a written protest. If the
Purchasing Department representative has not acknowledged receipt of the protest by the close
of business on the following days, please contact Kathy at the above email listed.
SCOPE OF SERVICES
The West Haven Board of Education is requesting proposals from qualified transportation
providers to furnish specialized transportation services for students receiving special education
services.
Transportation shall be provided in a manner that ensures student safety, consistency,
confidentiality, and compliance with each of the students’ needs.
The transportation routes identified within the RFP represent the District’s current needs. The
Board of Education reserves right to modify, add, delete, or consolidate routes as student needs
change during the contract period.
The successful contractor will furnish all labor, supervision, vehicles, fuel, maintenance,
insurance, equipment, communication systems, drivers, monitors, (when and if required), and all
incidental services necessary to safely transport students.
Services will include, but not be limited to:
Daily transportation between students’ residences and educational programs.
Compliance with all student-specific transportation requirements contained in
Individualized Education Programs (IEPS)
Safe loading and unloading of students.
Transportation by qualified drivers experienced in special education transportation.
Immediate notification to the District regarding delays, accidents, emergencies, or
behavioral incidents.
Daily communication with parents/guardians and District personnel when required.
Flexibility to modify schedules or routes as directed by the District.
CURRENT TRANSPORTATION ROUTES
Due to the confidentiality of the content of the current District’s anticipated transportation
assignments for the 2026-2027 school year along with the Bid Pricing Sheet will be available to
those interested in responding by emailing kchambers@westhaven-ct.gov.
SPECIAL SERVICE REQUIREMENTS
Certain students may require additional transportation support. The successful responder to
those routes shall:
Participate in District-approved de-escalation and behavior management training.
Attend mandatory training sessions with the District’s Behavior Analyst to review
student-specific intervention strategies.
Maintain consistent driver assignments whenever practical to minimize student anxiety
and maximize continuity.
Assign consistent transportation monitors when required.
Utilize a documented communication system to maintain daily communication with
families and District staff.
Demonstrate flexibility to accommodate transportation changes resulting from revisions
to a student’s (IEP).
Report behavioral incidents immediately to the District.
Cooperate fully with District personnel regarding implementation of student behavior
plans.
INSURANCE REQUIREMENTS
Qualified Contractor shall throughout the term of this Contract provide and maintain, at the
Contractor’s expense, the following minimum insurance coverage and name the City of West
Haven & West Haven Board of Education as Additional Insureds on a primary and non-
contributory basis to all policies, except Worker’s Compensation. All policies must include a
Wavier of Subrogation in favor of the City of West Haven & West Haven Board of Education.
Insurance shall be written with carriers approved to do business in the State of Connecticut and
with a minimum AM Best rating of “A-“VIII:

The Qualified Contractor shall submit current Certificates of Insurance giving evidence of the
above-listed insurance requirements throughout the term of the contract to the West Haven Board
of Education. Should any of the above required policies be cancelled, limits reduced or coverage
altered, 30 days written notice must be given to the city of West Haven and the West Haven
Board of Education.
