SPECIAL NOTICE
NOTICE OF INTENT TO AWARD SOLE SOURCE
TOLMAN/PATRIOT ENGINEERING - BUFFALO VAMC
The Department of Veterans Affairs, Network Contracting Office NC02 in conjunction with the Buffalo VA Medical Center, 3495 Bailey Avenue, Buffalo, NY 14215, intend to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code is 5413330 with a small business size standard of 25.5M. The VA intends to solicit and negotiate with Tolman/Patriot Engineering (SDVOSB) for construction.
This contract will be a Firm Fixed Price sole source.
The Buffalo VAMC started project 528-17-s38 to replace 2 sterilizers and 2 washers in the SPS area. It was expanded to include the addition of floors, ceilings, a medivator cleaning room and the associated medivator equipment. The need for new HVAC equipment was identified. All the additions required a mobile trailer be used during the construction period. All design work and the 100% bid document were completed over the 5-year contract limit.
The intent of this effort is to receive the construction support services needed to complete the project and ensure proper installation of purchased equipment.
The Buffalo VAMC requires a consultant to perform the Architectural and Engineering (A/E) services necessary to accomplish this goal throughout the construction phase.
Other persons may identify their interest by responding to this requirement by Friday, November 22, 2024, at 12 noon ET. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.  All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
