Common Benefit Identification Card (CBIC)

Through this Request for Proposals, the Office of Temporary and Disability Assistance (OTDA) is seeking competitive proposals from qualified vendors to provide Common Benefit Identification Card (CBIC) services described in detail in Appendix W (Scope of Work). The CBIC is the vehicle through which eligible clients access various governmental benefit programs, such as the Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance to Needy Families (TANF), Medicaid (MA), Summer Electronic Benefit Transfer (SEBT), and Health Benefit Exchange (HBE) programs. One (1) contract will be awarded to a single Offeror for the provision of services and functions outlined in this RFP. In the event the selected Offeror's proposal includes the provision of goods or services by another firm or manufacturer, it shall be mandatory for the selected Offeror to assume full responsibility for the delivery, installation, maintenance, and support services for such items described in the proposal.

The RFP is posted on OTDA’s website at: https://otda.ny.gov/contracts/procurement-bid.asp. All amendments, clarifications and/or announcements will be posted on the website as they become available. It is the responsibility of the Bidder to check the website for any amendments, clarifications or updates. All applicable amendment information must be incorporated into the Bidder’s proposal. Failure to include this information in
your proposal may result in the Bidder’s proposal being deemed non-responsive.
