I. Introduction
The City of Bangor requests proposals to furnish and deliver one (1) heavy-duty, 4WD,
articulating, oscillating rubber-tired, diesel-powered sidewalk tractor, FOB Destination to
the Fleet Maintenance Facility, 481 Maine Avenue, Bangor, Maine. The unit will be used
for plowing and snow blowing sidewalks, and summer work.
II. General Information
General information is available on the City’s website at the following web address:
www.bangormaine.gov/proposals. By submitting a response to this solicitation, the
proposer accepts the responsibility for downloading, reading and bidding by the terms
and conditions set forth in the City’s “General Information for Vendors”.
III. Submission
For consideration, submit the bid form and pages four (4) through eleven (11) of this
Request for Proposals and the manufacturer’s brochure in an envelope clearly marked
“Bid No. P26-32: Sidewalk Tractor” by 2:00 PM, February 11, 2026 to the
Purchasing Department, City Hall, 73 Harlow Street, Bangor, Maine 04401.

All submissions should reference "Proposal No. P26-32 Sidewalk Tractor". Proposals will be
publicly opened at the time stated above in the Paul Bunyan Room (first floor near the side
elevator), 73 Harlow Street, Bangor, Maine.
A tabulation of all received proposals will be posted on the City's website as soon as possible
after the proposal opening. Visit www.bangormaine.gov/bidtabs for results.
Please indicate in or with your proposal whether you have or are working on a policy
regarding domestic violence. If you do not have a domestic violence policy, please
indicate whether you would like the City of Bangor to provide you a copy of its policy as
an example.
IV. Questions
Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30
PM, Friday, January 23, 2026.
The City will issue a response on or before 4:30 PM, Friday, January 30, 2026. The
response will be in the form of an addendum, which will be available on the City’s
website. Notifications will be sent out at the time of release of all addendum to the
appropriate Registered Vendor List. To receive these updates, the City strongly
encourages all potential proposers to register as vendors at
www.bangormaine.gov/vendorregistration
V. Late proposals
It is the responsibility of the Proposer(s) to see that their proposals have sufficient time
to be received by the Purchasing Department before the submittal deadline.
Any proposal, portion of a proposal, or unrequested proposal revision received at the
City of Bangor Purchasing Department after the time and date specified, will be returned
to the Proposer unopened.
VI. Withdrawal of Proposals
No Proposer may withdraw their proposal for a period of ninety (90) days from the date
of opening. All proposals shall be subject to acceptance by the City during this period.
To withdraw a proposal prior to the opening, the Proposer shall request the withdrawal
in writing. All costs associated with the withdrawal (i.e. mailing fees) will be borne by the
Proposer.
VII. Award
The proposal award will be based on the following:

1. Qualifications of and/or prior history with the proposer and equipment (if no
history or experience, references may be requested of the successful proposer),
2. Availability of equipment and parts, and
3. Cost.
VIII. Rejection
The City of Bangor reserves the right to reject any and all proposals, to waive any
informalities or defects in proposals or to accept a higher cost proposal if it is deemed to
be in the best interest of the City of Bangor. The City also reserves the right to negotiate
with the successful proposer.
IX. Information for Proposers
All Federal and State taxes must be excluded from the proposal price. A tax exemption
certificate for the City of Bangor shall be furnished to the successful proposer upon
request.
Please return pages four (4) through eleven (11) of this Request for Proposals including
the bid form, and the manufacturer’s brochure. Pages must be completed and returned
with all questions answered in order to be considered compliant.
After Section X. Specifications, a space is provided for the proposer to answer whether
they comply with the referenced section. Any variation from the Requested Specification
must be noted in Vendor Specifications column. Caution should be taken by the proposer
to ensure that all questions are answered in the spaces provided and that all information
requested is provided.
Brochures must be returned with the proposal Submission. The City is also looking for a
quote on several different attachments for this unit. The specifications should be viewed
as a guideline for the City’s needs and not an absolute minimum or maximum
requirement.
X. Specifications
The equipment requested must be new, unused, and the manufacturer’s current year
production model or unsold previous year model. It shall be complete as nationally
advertised. The complete unit must be designed for severe duty winter weather
conditions, as well as for hot weather conditions. This unit must have a snow plow blade
attached at the front quick connect attachment that may also be used for carrying a
snow blower, hydraulic sander, and a power angle broom.
The equipment must be thoroughly inspected, serviced and ready for use upon delivery.
All work performed must meet established industry standards of quality to be
acceptable. Any unacceptable work must be corrected before payment is issued.

To ensure that only those tractors that are of sufficient power, are not too large for
operating on municipal sidewalks and qualify as market-proven commercial production
vehicles, the following mandatory specifications have been established. Proposals will
be rejected if the first five mandatory specifications are not met.
1. One four-wheel drive articulating, oscillating, rubber-tired, diesel-powered multi-
purpose tractor, designed for year-round work, utilizing various attachments that
shall be supplied.
2. Tractor shall be no wider than 50½” (1.3m), including fenders and no taller than
80” to top of roof.
3. Engine shall be a water-cooled diesel with at least 74 hp @ 2,500 rpm and
producing torque of 224 lbs.-ft @ 1,600 rpm.
4. Tractors shall have sufficient hydraulic capability to power manufacturer's own
hydraulically driven angle sweeper, cold planer, 14’ wide rotary mower, etc.
5. Tractors shall have a mechanically driven front Power Take-Off (PTO)
6. Tractors shall have all metal fenders, engine covers and body panels

Trackless Series MT7 or equal alternate that meets or exceeds the specifications on the
following pages.
