Description: INVITATION TO BID WATER, WASTEWATER AND POOL CHEMICALS The Village of Cobleskill will receive sealed bids for the supply of WATER, WASTEWATER, AND POOL CHEMICALS until 12 p.m. on Friday, August 29, 2025, in the office of the Village Clerk, 378 Mineral Springs Road, Suite 2, Cobleskill, N.Y. 12043, at which time they will be opened and read aloud. Form of Submission All bids shall be submitted in a sealed, opaque envelope, clearly marked: “Bids for Chemicals, to be opened at 12 p.m., August 29, 2025.” It is the sole responsibility of the bidder to ensure timely delivery of any bid to the Office of the Village Clerk and to meet all requirements of the bidding process. Bids must be executed by the individual submitting the bid, if a sole proprietor, or by a duly designated representative of a corporation or partnership. All bids must be accompanied by a properly executed non-collusion certificate. The Village reserves the right to reject all proposals, to waive any irregularities, and to award the bid in the best interests of the Village. Time that Bid Shall Remain in Effect A bid may be withdrawn prior to the time set for opening. Once opened, the bid shall remain in full force and effect for a minimum of 45 days from the date of opening. Method of Bidding When more than one item is being bid on, bids may be awarded based on unit price, or based on the lowest total price for all items, at the sole option of the Village. The Village reserves the right to award a bid for one or more units contained in any bid to reject the remainder. Laws and Regulations Adherence to all applicable federal, state, and local laws and regulations governing any bid shall be the sole responsibility of the bidder and they shall be deemed to be included as part of this bid as though they were written herein in full. Exemption from Sales and Compensating Use Taxes Bidders shall not include in any bid any federal or state sales and compensating use taxes from which the Village is exempt. Qualifications of Bidders The Village my make such investigations as deemed necessary to determine the ability of the bidder to provide the items which are bid upon, and the bidder shall furnish to the Village expeditiously all such information and data necessary for such purpose as the Village may request. The Owner reserves the right to reject any bid if the evidence submitted by our investigation of such bidder fails to satisfy the Village that such bidder is properly qualified or otherwise able to fulfil the obligations set forth by the bid. Subcontracts Any person, firm, or other party to whom the bidder proposes to award a subcontract under any bid must be acceptable to the Village. ITEMS FOR BID WATER, WASTEWATER AND POOL CHEMICALS General The following products shall be bid upon, using a fixed contract price for purchases from January 1, 2026 through December 31, 2026, and must include any additional fees, delivery fees or fuel charges (i.e.: tamper resistant caps) and container deposits: Liquid Chlorine, 150 lb. Cylinders; estimated annual usage - 5,000 pounds (lb.) Liquid Alum, Special requirements as follows: Emergency Delivery: Supplier must off same-day emergency delivery within hours at no additional cost Product Origin: Must be domestically manufactured Sales Representative Availability: A designed sales representative must be able to arrive at the water treatment plant with 4 hours if needed. Supplier must provide the name and contact details of the assigned sales representative. On-Site Support: Supplier is required to visit the water treatment plant quarterly to provide any needed technical support; estimated annual usage - 25,000 gallons Polymer (Praestol 644BC), 50 lbs. bags; estimated annual usage – 750 pounds (lb) Liquid Caustic Soda (50%); estimated annual usage - 7,000 gallons (gal.) Hydrofluosilic Acid (Fluoride); estimated annual usage - 5,000 pounds (lb.) Liquid Sodium Hypochlorite Bleach (Swimming Pool); estimated annual summer usage: - 4,000 gallons. Sulphur Dioxide (SO2), 150 lb. Cylinders; estimated annual usage – 2,250 lbs. Potassium Permanganate; estimated annual usage – 150 lbs. Superfloc N-300LMS, Polyacrylamide – estimated annual usage – 150 lbs. Delivery Delivery shall be F.O.B. destination at various Village locations. The Village reserves the right to add or delete locations at any time due to changes in municipal operations or any other factor. Regarding the liquid sodium hypochlorite at the swimming pool, the delivery shall be between the hours of 7:30 a.m. and 3:00 p.m. Regarding Liquid Alum, deliveries are made in quantities of 2,300 gallons. Regarding Fluoride, deliveries are made with 15-gallon drums. Estimates of Use In any instance in which estimates of usage are provided as part of these specifications, bidders should consider them solely as a reference and should not bind the village in any way to the purchase of any or all such quantities. The Village may also purchase greater quantities than estimated, without penalty of any type. Requirements for Payment To enable payment, the successful bidder shall submit an invoice, statement or voucher by department in such form as the Village may require. Unless otherwise provided, all requests for payment shall be made in the regular time frame for payments by the Village based on the date of submission to the Village of proper billing. Warranty All products shall meet all federal and state standards current at the time of sale. Complete bid specification is attached.
