CSAH 16 Improvement Project
1. Introduction
1.1. Background Information
The Washington County Public Works Department is issuing this request for proposals (RFP) to provide
project coordination, data collection, stakeholder engagement, and engineering services for the County
State Aid Highway (CSAH) 16 (Valley Creek Road) Improvement Project.
CSAH 16 from Interlachen Parkway to TH 95:
• Is approximately 3.1 miles
• Is functionally classified as an Expander
• Has traffic volumes that range from 4,000 to 24,000 vehicles/day
• Has a posted speed limit of 50 mph
• Has a posted weight limit of 10-tons, with no spring weight restrictions
• Is located within the City of Woodbury
This project is included in the current Washington County Capital Improvement Plan under the project
number ‘RB-2690’. Funding for this project will come from State Aid, County Funds, and Local Funds from
the city of Woodbury.
Corridor Study
Beginning in the summer of 2024, Washington County, in partnership with the City of Woodbury, initiated a
corridor study of County Highway 16 (Valley Creek Road) from Interlachen Parkway to State Highway 95
(Manning Avenue). The study evaluated current and future needs along the corridor, including highway
capacity, intersections, access, right of way, drainage, and pedestrian and bicycle accommodations. The
ultimate outcome of the study is to create a future vision for this section of CSAH 16.
Traffic and safety data has been collected and analyzed, and three community open houses were held
throughout the study, with the most recent occurring in spring 2025.
2028 Improvement Project Scope
This project is intended to implement some of the short-term recommendations identified through the
corridor study. The anticipated scope of this project includes the following:
Resurface CSAH 16 from Interlachen Parkway to Trunk Highway (TH) 95
o The geotechnical work completed through this contract will help determine the best
resurfacing methods along this corridor. We anticipate that throughout the corridor, more
than one resurfacing method may be recommended.
Add right turn lanes at:
o Eastbound at Grand Reserve Boulevard
o Westbound at Dancing Waters Parkway
o Eastbound at St. Johns Drive
Widen the existing shoulders between CSAH 19 (Woodbury Drive) and Settlers Ridge Parkway
Add a new trail connection on the north side of CSAH 16, from Jewel Drive to the existing pedestrian
underpass/tunnel at Colby Lake Park.
o Multiple trails concepts shall be considered here.

Consider improving sightlines between Danning Waters Parkway and Settlers Ridge Parkway, by
lowering the crest of the hill in this area.
o Multiple profile concepts shall be considered here.
Consider restricting left turns at the intersection of CSAH 16 and TH 95 (by either constructing a
right-in-right-out or a ¾ intersection)
o The county plans to host an Open House regarding the short and long-term solutions at this
intersection through a separate process. This open house will help inform the short-term
scope at this intersection.
Other Planned Projects within Corridor
That are several other planned projects along this section of CSAH 16. These projects include:
City of Woodbury led Watermain Project. This project began in 2025 and is anticipated to conclude
in 2026.
City of Woodbury led Trail Additional Project. This project will add a new trail on the north side of
CSAH 16 from the existing pedestrian underpass/tunnel at Colby Lake Park to the existing trail on
the north side of CSAH 16, near Settlers Ridge Parkway. This project will be constructed in 2026
New Traffic Signal at CSAH 16 and Eagle Creek Lane. This is a Washington County led project that
will be constructed in 2026.
Intersection Improvement Project at CSAH 16 and Settlers Ridge Parkway. It is anticipated that this
intersection will be converted to a single lane roundabout. This is a Washington County led project
that will be constructed in 2028.

1.3. Project Goals and Objectives
The objective of this project is to implement responsible improvements to this corridor. In summary,
the project goals are as follows:
Utilize a comprehensive agency and public engagement process to engage, inform, and achieve
community acceptance of a recommended layout.
Produce a municipally approved preliminary geometric layout and plans that meet all MnDOT,
CSAH, City of Woodbury and Washington County requirements.
Achieve a construction schedule that minimizes public inconvenience, while being sensitive to
reducing overall project costs and environmental impacts.

2. Scope of Services
The following lists outline work tasks and associated items that shall be included as part of the contracted
services.
All reports/documentation must be developed and presented in Microsoft Office and all design files must be
developed and presented in MicroStation or ORD adhering to Washington County approved formats unless
otherwise noted or requested by the Consultant (the selected firm to perform this work) with approval of
the County.
The role of the selected Consultant team will be to complete all tasks necessary to take the project to a
municipally approved preliminary layout and a MnDOT State Aid and municipally approved construction
plan set. Washington County will partner with the City of Woodbury and will act as the lead agency through
all aspects of the project. The County’s role as lead agency does not preclude direct and regular interaction
between the Consultant and the City, MnDOT, Watershed Districts, and other agencies.
External agency input and review is important; however, the County is to be kept informed of agency
dialogue and will assist the Consultant in determining the need and scope of interaction with each agency.
The City of Woodbury must be involved in early design development, intermediate completion points, and
reviews. Their input must be incorporated on a regular basis to avoid review delays or reworking of design
elements.
2.1. Project Management
The Consultant will perform all work necessary to effectively coordinate the project completion, maintain
the project schedule and budget, as well as manage the Project Management Team (PMT). The Consultant
will start with an in-person kick-off meeting at the County office. After the kick-off meeting, the Consultant
should host monthly PMT meetings, which can be virtual.
