Carpet Removal and Installation of Vinyl Planks

This is a SYNOPSIS/SOLICITATION for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

The solicitation number is FA282325Q0011 and is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation 2025-02 and the Defense Federal Acquisition Regulation Supplement (DFARS) 2024-12. This solicitation is designated for a 100% Small Business Set-Aside. The North American Industrial Classification System (NAICS) code for this commercial service is 238330; the small business size standard is 19 million.

Eglin Air Force Base has a requirement for Removal of Carpet and Replace of New Symbiotic 5.0 vinyl planks at Bldg. 351 Room #111 and 112. See attached Summary of Work (SOW).

This requirement consists of two (2) line items:

The Governments intent is to award a single firm-fixed price contract between the Government and the Contractor. This notice does not obligate the government to award a contract, nor does it obligate the government to pay for the any bid preparation costs. All quotes shall be valid until 28 February 2025.

A site visit will be held on 29 January 2025 at 1:00 PM CST at Eglin AFB Bldg. 351. (Meet Outside Bldg.351). Base passes are to be requested NLT 23 January 2025 at 1:00 CST.

Offerors responding to this announcement shall submit their quotations in accordance with FAR 52.212-1. Offerors are required to provide their Contractor’s DUNS Number, Commercial and Government Entity (CAGE) code with their quote. The CAGE code entered must be for that name and address provided by the Contractor. Offerors are required to be registered in the System for Award Management (SAM) https://sam.gov/content/home. Offerors must have a current SAM record prior to receiving an award for this solicitation. All responsible sources may submit a response which, if received by the closing date listed below, shall be considered by the 96 AFTC/PZIOCA. All quotes must state at a minimum the unit price. Offerors are responsible for ensuring their quote has been received and is legible. Quotes must be received by the 96 AFTC/PZIOCA Contracting Office no later than 11:00 a.m. Central Standard Time (CST) on 12 February 2025.

1. **Inclusion of Questions and Answers**: Additional questions and answers have been incorporated to provide further clarification and guidance to prospective

offerors.

2. **Revised Summary of Work**: An amended summary of work has been added to reflect updates and changes to the original scope of work.

3. **Inclusion of Site Visit Sign-in Sheet**: A site visit sign-in sheet has been added to facilitate the documentation of attendees during the site visit.

4. **Revision to FAR 52.212-5**: Modifications have been made to the Federal Acquisition Regulation (FAR) 52.212-5 clause to ensure compliance with current

regulatory requirements.
