Digital Learning Environment Accessibility Tool RFP

This Request for Proposals (RFP) is issued by the State University of New York System Administration (herein referred to as “SUNY”) to solicit proposals for an accessibility tool to be integrated within single and multi-tenant Brightspace sites across SUNY (hereafter referred to as “Accessibility Tool”).

SUNY’s goals with this RFP are primarily to:

• Establish a contract that will maintain and enhance the level of accessibility tools and resources that are available for faculty and students in light of an upcoming contract expiration that currently provides this functionality
• Position SUNY appropriately for compliance with state and federal laws and regulations as well as SUNY policy regarding accessibility of digital content (specifically within the Brightspace environment)
• Align contract terms with that of the Brightspace contract so that LMS and accessibility renewals are coordinated at the same time in the future

The results of this RFP will be used to award an initial contract through September 23, 2029, with the option to renew for one additional 3-year term to a responsive and responsible Bidder determined to provide the best value (as defined herein).

Mandatory Minimum Bidder Qualifications

• Bidders’ system must have the ability to check for at least WCAG 2.1 AA Compliance.
• Bidders’ system must support the automatic generation of alternative accessible formats (audio, electronic Braille, HTML, ePub and text-only versions for appropriate file types) for course content stored or uploaded into the system.
• Bidders’ system must have the ability to identify accessibility concerns for native Brightspace content pages in the content area of the course.
• Bidders’ system must have the ability to identify accessibility concerns with images added to Brightspace content pages.
• Bidders’ system must have the ability to identify accessibility concerns for at least the following file types uploaded to the content area of the Brightspace course: documents, presentations, images, pdfs.
• Bidders’ system must provide administrative reports on accessibility scores and issues at system, campus, department, and course levels by semester.
• Bidders’ system must allow all data to be downloadable in bulk in .csv format.
• Bidders’ system must allow for role based access to different levels of administrative reports (Examples: Global Administrators have access to all reports, Campus Administrators have access to their specific Campus level reports, Faculty have access to their course level reports).
• Bidders’ system must be accessible and compatible with assistive technologies.
• Bidders’ system must provide administrative support
• Bidders’ system must be able to be integrated into both a Single Campus/Tenant Brightspace Site as well as Multi-Campus/Tenant Brightspace Site.
• Bidders system must offer granular, role based capabilities and permissions.
