The Navajo Area Indian Health Service (NAIHS), Gallup Service Unit, plans to negotiate a sole-source, firm-fixed-price contract with Pitney Bowes Reserve Account (UEI 75H71025P00219 ) for the replenish funds to the Pitney Bowes mail at Tohatchi Health Center. The NAICS code is 532420 , with an associated small business size standard of $40.0 million.

The contract will have a base year and four option years. The anticipated period of performance is from September 1, 2025, to August 31, 2028. In accordance with FAR 13.501(a)(1), acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements in FAR 6. However, sole-source justifications for actions above the simplified acquisition threshold but not exceeding $7.5M (non-urgent and non-compelling as described in FAR 13.500(c)) must use the format at FAR 6.303-2 with proper tailoring. The action is being accomplished using the principles of FAR 12 Acquisition of Commercial Items in conjunction with FAR 13 Simplified Acquisition Procedures - particularly FAR 13.5 in accordance with 41 U.S.C. 1901, "...to promote efficiency and economy in contracting and to avoid unnecessary burdens for agencies and contractors..."

This notice does not request quotations or proposals. Vendors capable of providing the stated services may submit a capability statement. Verbal responses will not be considered. Responses are due August 25, 2025 by 10:00 am MDT.

A determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation will not be issued.
