The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to obtain the services of a single qualified Architectural and Engineering (AE) team with proven experience in the design, preparation of construction documents, and construction administration of passive and active park projects in order to design the Linear Parks and Trails (LPAT) Signature Project and Sterling Neighborhood Park.
The LPAT Signature Project is further described in the LPAT System: A Countywide Plan (Revised October 29, 2021) (Plan). The Plan outlines the vision for integrated green spaces and recreational trails throughout the County. The selected team will be responsible for the design, planning, and oversight necessary to implement the Plan’s identified improvements. The LPAT Signature Project consists of nearly eighteen (18) miles of trails in eastern Loudoun County, Virginia. The project area is generally located west of State Route 28/Sully Road, bordered to the south by the Washington & Old Dominion Trail, to the north by the Potomac River, and extending east to include Goose Creek.

Sterling Neighborhood Park will include passive and/or active (programmed and un-programmed) recreation. Passive areas may include playgrounds, picnic areas, trails, wooded areas, and streams. Active areas may include rectangle fields, baseball/softball diamond fields, and an outdoor pool.

An optional Pre-Proposal Conference will be held virtually using Microsoft Teams on August 6, 2025 at 3:00 p.m.
