Description
Notice of Intent to Sole Source to Johns Hopkins University Applied Physics Lab for production of the new materials and coatings to be used for experimental validation of computational predictions and for coating performance assessment.

In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to the Johns Hopkins University Applied Physics Laboratory because of the simultaneous need for the following: spark plasma sintering capabilities for producing multilayer coatings consisting of various materials; air plasma spray deposition capabilities for producing multilayer coatings consisting of various ceramic and/or metallic layers; characterization techniques needed for confirming successful material/coating production; the ability to produce thermal spray powders of custom composition; specific expertise with production of rare earth silicate materials and coatings; specific expertise with environmental performance testing of environmental barrier coatings; and machine learning-based methods to assist property optimization in complex ceramic materials.
While several organizations satisfy one or some of these requirements, NETL is aware of no other organization that can simultaneously satisfy all the above requirements in order to achieve NETLs requirements. No known potential alternate sources exist which could satisfy NETL’s requirement.
This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 3:00 PM ET on 12/2/2024. Responses must be submitted in writing to the Contract Specialist, Anissa Beasinger, via email at anissa.beasinger@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received.

A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
