ADVERTISEMENT FOR BIDS
Sealed bids for the furnishing of all labor and material necessary for the Bath Landfill
Cell 6A and Leachate Storage Tank Construction (PW-26-110-B) will be received by Steuben
County at the Steuben County Office Building, 3 East Pulteney Square, Bath, New York 14810,
until March 5, 2026 at 1:30 P.M. local time, at which time and place they will be publicly
opened and read aloud.
Bids will be received for the following Contracts:
Contract No. 1A General Construction
Contract No. 1B Electrical Construction
Copies of the Contract Documents may be obtained from Barton & Loguidice, D.P.C., by
providing contact information to lcarter@bartonandloguidice.com.Download instructions will
be provided upon notification. In the event Contract Documents are obtained from another
source (Builders Exchange, County website, etc.), the plan holder shall contact
lcarter@bartonandloguidice.com in order to be put on the Bidders list and receive any
subsequent project notifications including addendums.
Each bid must be accompanied by security in an amount not less than five percentum
(5%) of the amount of the bid in the form and subject to the conditions provided in the
Information for Bidders. No Bidder may withdraw his bid within sixty (60) days after the actual
date of opening thereof.
A Pre-Bid Conference will be held at the Bath Landfill Leachate Pre-Treatment Plant,
5687 Turnpike Road, Bath, New York 14810 on February 17, 2026 at 10:00 a.m. This
conference will commence with a brief overview of the project followed by a review of any
questions that potential Bidders may have. Upon completion of the question period, the
conference will proceed with a site walkover. Any questions requiring clarification will be
addressed in an Addendum.
This is an exempt capital improvement project, and Bidders shall not include in their bid
sales and compensating use taxes on the cost of materials which are to be incorporated into the
work and which are to be separately sold by the Contractor to Steuben County prior to
incorporation into the work of the Contracts.
Bids will not be accepted from Bidders determined to be a Non-Responsible Entityby
the New York State Office of General Services in accordance with General Municipal Law 5A-
103-b. This Project is a Covered Projectunder New York State Labor Law 220-I, and each
Bidder must hold a valid Certificate of Registration from the New York State Department of
Labor (NYSDOL) to submit a Bid. Each Bidder must submit a copy of their NYSDOL
Certificate of Registration with their Bid at the time the Bid is made. Bidders will need to ensure
that each Subcontractor working under them hold valid NYSDOL Certificate of Registration
before commencing any work on a covered project.

The attention of Bidders is particularly called to the requirements as to conditions of
employment to be observed and minimum wage rates to be paid under the Contracts.
The right is reserved to waive any informalities in the Bid and to reject any or all Bids.
