Summary

The purpose of this ITB is to solicit bids from qualified contractors to provide all labor, equipment, parts, supplies, tools, transportation and materials necessary to provide annual, quarterly and on-demand inspections, testing, repairs and maintenance on the fire protection systems at various City properties . Work shall be per the specifications and requirements and includes, but is not limited to, all valves, pumps, detection devices, water flow alarms, tamper devices, auxiliary equipment, alarm systems, control panels, manual and automatic devices, manual pulls, audible and visual devices, duct detectors, rate of rise/heat detectors and other associated devices.

  • Frederick-Winchester Joint Judicial Center - 5 N. Kent Street, Winchester, VA
  • Timbrook Public Safety Center - 231 E. Piccadilly Street, Winchester, VA
  • Jim Barnett Park War Memorial Building/Active Living Center - 1001 E. Cork Street, Winchester, VA
  • Snapp Foundry Building - 10 Baker Lane, 24 Baker Lane, 411 N. Cameron Street, and 419 N. Cameron Street, Winchester, VA
  • City Yards - Administration Building, Transit Administration Building, Transit Vehicle Storage Facility, Maintenance Garage, Buildings 1, 2, 3, and 12 - 301 E. Cork Street, Winchester, VA
  • Court Square Auto Park - 2 N. Cameron Street, Winchester, VA
  • George Washington Auto Park - 128 N. Cameron Street, Winchester, VA
  • Creamery Building - 21 S. Kent Street, Winchester, VA
  • Percy D. Miller Water Treatment Plant - 32 Pence Land Road, Middletown, VA

The City of Winchester reserves the right to add, modify or delete from this list at any time during the original term and any subsequent renewals without penalty or default.

This Invitation to Bid (ITB), plus the resulting agreement, shall be consistent with, and governed by the Act, the Virginia Public Procurement Act (VPPA).

Pre-Bid Conference: A non-mandatory pre-bid conference will be held at the time and location on the date indicated herein. Prospective Respondents are encouraged to attend.

Contract Term: The contract term shall be a period of three (3) years from the date of award. The City reserves the right to cancel and terminate this Contract, without penalty, upon ten (10) days written notice to contractor. The parties understand and agree that the City, at its sole option, may renew this Contract for: two (2) additional two (2) year periods .

Background

The City, founded in 1744, is the oldest Virginia City west of the Blue Ridge Mountains. Located at the northern entrance to the Shenandoah Valley, the City is the medical, commercial governmental and financial center for the surrounding area, and is the county seat of Frederick County.

The City encompasses 9.3 square miles and is located at the crossroads of U.S. Highways 11, 17, 50, 522, Interstate 81 and State Route 7. Interstate 66, terminating 11 miles south of the City at Interstate 81, provides a third transportation artery to Washington, D.C., 72 miles to the southeast. The City's population is currently estimated at slightly over 26,000.

There will be no pre-bid conference for this ITB; however, there will be a scheduled meeting to tour each facility so that all potential bidders will have an opportunity to gather information for their bid. There will be no other times or days to tour the facilities and gather this information. Please meet at the Public Services Administration Building, 301 E Cork Street, Winchester, VA, for the scheduled tour.
