The Hawaii Army National Guard intends to issue a sole cource fim fixed price contract to Hawaii Telcom Inc., 177 Bishop Street Honolulu, Hi 96813-2808.
The requirement will be sole soruce to Hawaii Telcom Inc. in order to provide enhanced data service for FY 26-27:
Scope of Work:
Connect the locations below to a vendor privately owned MPLS backbone for data and voice with specified bandwidth and Quality of Service (QoS). Provide full-mesh network connecting all Primary and Armory sites, including wired connection at 15 locations. Vendor technical support available from industry certified experts. Monitor and maintain network circuits. Provide comprehensive performance analysis to demarcation. Utilization data to be gathered and stored by vendor for trending and overall network optimization and recommendation. Information obtainable to HIARNG through a web portal showing graphical traffic reports and device performance. Data to be gathered and stored by vendor for trending and overall network optimization and recommendation.

Armory locations (100M Bandwidth), QoS: 10% Real Time, 25% InterActive, 50% Business Priority

Period of Performance: Period of Performance will be 1 year long, beginning immediately upon the approval of completed award package.
Vendor Performance Requirements: HIARNG's unclassified network has two primary locations and (13) Armories to connect. Current vendor connects our HIARNG locations using wired IP Data service (MPLS).
The design and service needs to have high availability, flexibility, redundant, scalability, secure, and survivability.
This procurement is being conducted in accordance with FAR PArt 6.302-1 and 13.106-1(b)(1) soliciting from a single source. The NAICS code is 517111 and has a size standard of 1500 employees for this procurement. THis notice of intent is not a request for competitive quotes. Interested parties may identify their interest and capability to respond to the requirement no later than 1000AM HST FEB 27 2026 to emma.a.newbegin.civ@army.mil. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses received to this notice is soley within the discretion of the Governmnet.
This notice does not obligate the Governmnet to award a contract or otherwise pay for the information provided in response. The Governmnet reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responsing to this notice should ensure that its response is compelte and sufficiently detailed to allow the Government to determine the organization's capability to perform the work. The Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
