ADVERTISEMENT FOR BIDS
Sealed bids for CENTRAL ARKANSAS WATER PUMP STATION NO. 17B, to be constructed for CENTRAL ARKANSAS WATER will be received at the office of GARVER and addressed to 4701 NORTHSHORE DRIVE, NORTH LITTLE ROCK, AR 72118, until 1:00 PM on TUESDAY, MARCH 4TH, 2025, at which time the bids shall be publicly opened and read aloud.
An Optional Pre-Bid Conference will be held at 10:00 AM on TUESDAY, FEBRUARY 18TH, 2025, at the project site at 28325 Chenal Valley Dr., Little Rock, AR 72223. Each bidder shall be limited to three personnel per organization.
The Project consists, but is not limited to, the construction of Pump Station No. 17B. Construction of a new pump station capable of pumping safe drinking water from the Intermediate System pressure zone to the Highland Ridge pressure zone. Construction of a new building to house the proposed pumps and associated piping, valves, and electrical and mechanical equipment. Civil site work yard piping, paving, and grading. Site electrical improvements to support the items above, including duct banks and control systems. All materials must be of domestic manufacture and in accordance with these standards. Foreign-made materials (i.e., pipe, fittings, tapping sleeves, valve boxes, etc.) are strictly prohibited.
Bids will be received for a single prime contract. Bids shall be on a lump sum and unit price basis.

Addendums to the bid package will be issued through the Garver online Plan Holders List; therefore, all prime bidders shall be responsible for downloading the bid documents from the Garver online plan room in order to be included in the Plan Holders List. Bidders must enter the addenda numbers in Article 3.01 of the Bid Form to verify receipt.
Bidders are required to complete Document 00 45 13, Qualification Statement, included in these bid documents.
Bids shall be accompanied by a cashier’s or certified check upon a national or state bank in an amount of five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to him. Such bid guarantee shall be made payable to CENTRAL ARKANSAS WATER.
The successful bidder must furnish a performance and payment bond, upon the form provided in the amount of one hundred percent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner.
Attorneys-in-Fact who sign Bid Bonds or Payment Bonds and Performance Bonds must file with each Bond a certified and effective dated copy of the Power of Attorney. Attorneys-in- Fact that sign the Bonds must be licensed to conduct business in the State of Arkansas.
Bids must remain in effect for 60 days after the bid opening date. Within 60 days from the bid date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project.
Successful Bidder must comply with the requirements of Arkansas Code Ann. 17-25-401-409 (1995) in accordance with the procedures established by the Contractors Licensing Board.
The attention of prospective Bidders is directed to Act 150 of the 1965 Acts of Arkansas, being an “Act Regulating the Practice of Contracting in the State of Arkansas.” When the project presented for Bid is financed in whole or in part with State funds and is estimated to cost $50,000.00 or more, the prospective Bidder must show evidence of license with the “Contractor’s Licensing Board” for the State of Arkansas before a proposal form will be furnished.
The CENTRAL ARKANSAS WATER reserves the right to reject any or all bids, to waive irregularities in the bids, and bidding deemed to be in the best interests of the CENTRAL ARKANSAS WATER, and to reject nonconforming, nonresponsive, or conditional bids.
Bidders shall guarantee that qualified applicants for employment on this work will receive consideration for employment without regard to religion, race, color, creed, sex, age, national origin, physical handicap, disability, genetic information, marital status, sexual orientation, gender identity, political opinions or affiliation or any other consideration made unlawful by federal, state, or local laws. Bidders on this work will be required to comply with the President’s Executive Order 11246, as amended.
