Professional Services for the West Street Detention Pond
Landscape Restoration

The City of Geneva is seeking to secure a Professional Services Agreement with a provider
with experience and interest to provide a n d c o n s t r u c t a l l a s p e c t s o f a l a n d s c a p e
restoration including project management, oversight, design, invasive plant
control, native landscaping, forestry and channel restoration for the West
S t r e e t d e t e n t i o n p o n d l a n d s c a p e a r c h i t e c t u r a l a n d d e s i g n s e r v i c e s for the City
of Geneva, Illinois.
Proposals are due and will be accepted until 4:00 P.M. on Friday, February 27, 2026
with the following provisions:
1. Submit two (2) Statement of Qualifications in written form
2. Submit one (1) Statement of Qualifications in an electronic format (PDF).
3. Qualifications are to be contained in Sealed Envelope clearly labeled
“Professional Services for the West Street Detention Pond”

Offers may not be withdrawn for a period of 30 days after proposal due date without the
consent of the City of Geneva. Any Proposal submitted unsealed or unsigned, received
via fax transmissions or received subsequent to the aforementioned date and time, may
be disqualified and returned to the submitter.
The City of Geneva reserves the right to reject any and all proposals or parts thereof,
to waive any irregularities or informalities in proposal procedures and to award the
contract in a manner best serving the interest of the City.
Proposals will not be opened in a public forum.
Project Scope
West Street Detention Pond Landscape Restoration
PURPOSE:
The City of Geneva invites contractors to submit a Proposal to provide landscape
restoration of an existing detention pond located west of West Street and south of West
State Street (IL RT 38).
BACKGROUND:
The City of Geneva is seeking to modernize, refresh, and replace existing turf
landscaping with native landscaping within the detention pond basin (bottom and
embankments) to enhance appearances, stormwater quality, drainage characteristics
and compatibility with the Bird City Illinois Program. The basin was built in 1990 as is
best characterized as a turf grass intermittent wet facility. There are invasive non-native
plants that have established themselves throughout the basin.
In 2021 the City identified this basin as part of Study Area 5.15- Maple Sherman Area
within the 2021 Comprehensive Drainage Study. The conclusion of this study provided
for area drainage improvements, including underdrains within the pond to enhance
drainage functionality. These improvements were installed in 2024.
Through a grant with the State of Illinois, the City has secured $80,000 to conduct
landscape restoration and enhancements within the facility, including but not limited to
invasive plant removals, native plantings installation and drain channel installation.
Construction water will be provided by the City of Geneva at no charge for this project at
the Geneva Public Works Facility. If a hydrant meter is desired, a deposit will be
required.
OBJECTIVES:
The City is seeking to retain a well-established and qualified firm capable of providing
professional services to conduct all aspects of the project. The City will entertain a
Design-Build, Design-Build at risk, or construction approach that complies with Federal,
State, and local controls that achieves the objectives.
Due to the sources of funding, the vendor must submit with their proposal their State of
Illinois Business Enterprise Program (BEP) certification for 2026.
SCOPE OF WORK:
All work must be completed by July 31, 2026.
The selected firm will design and install. All construction phases will be liable to the
current Prevailing Wage Standard. The following tasks must be included within the
proposal;
1. Invasive Plant Removal and eradication
2. Native landscape plantings with an emphasis on compatibility with the Bird City
Illinois Program.
3. Drain channel establishment to enhance stormwater discharge quality.
4. Native tree planting throughout the basin, including the embankments and
surface grade.
SUBMITTAL REQUIREMENTS:
Interested parties shall submit a not to exceed submittal of fifteen - (15) pages that
includes:
Statement of experience with similar projects including locations, project cost and
project contact information.
Description of project understanding and contractor’s approach to meet project
goals.
Proposal to complete the work, including a sub-proposal that addresses each
item within the Scope of Work listed above.
Three- (3) references.
State of Illinois BEP Certifications for all participating contractors and sub-
contractors. These certifications do not count as part of the submittal packet.
