This requirement is for a commercial, performance-based, non-personal service to provide refuse collection and recycling service located at Beale AFB. The contractor shall furnish all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform refuse and recycling collection and disposal as defined in the Performance Work Statement (PWS). The contractor shall provide routine collection and disposal waste from the designated area set forth in Appendix A or otherwise mutually agreed upon in writing between contractor and Beale AFB, including residential housing, administrative buildings, operational units, and other facilities on base. Recycling services shall cover common materials such as plastics, paper, metals, organics, and other recyclable items. Services shall be performed in a manner that ensures environmental compliance with local, state and federal regulations and supports Beale AFB's sustainability goals. The contractor is responsible for ensuring collections are conducted on a set schedule, maintaining cleanliness of collection areas and providing prompt service to avoid disruptions to base operations.
This notice of intent is NOT a request for proposals or quotations. A determination by the Governement not to compete this proposed action based upon responses to this notice is solely within the discretion of the Governement. The proposed contract action for refuse collection and recycling service for which the Government intends to negotiate and award with only one source under the authority FAR 6.302-1 to Recology Yuba-Sutter. Information recieved will be considered solely for the purpose of determining whether conducting a competitive procurement for this scope of work is in the best interest of the Governement. Responses will not be considered as proposals, bids, or quotes.
Interested parties (at their own cost), must deliver their intent, capabilities and business size status (i.e. 8(a) Business Development small Business Certification, Historically Underutilized Business Zone (HUBZone), Woman-Ownedd Small Business (WOSB), or Service-Diabled Veteran-Owned Small Business (SDVOSB), Small Business, Large Business, etc.) to satisfy the Governement's requirement to the Contracting Officer and Contract Specialist no later than 10:00AM Pacific Standard Time (PST) on 26 Decemebr 2024.
