1. Contracting Agency and Activity: The United States Coast Guard, HQ Contracting Division (CG-912), intends to award a sole source Firm-Fixed Price contract with no option years to HEXAGON US FEDERAL, (PK35MEQEASD5), 14291 Park Meadow Dr Suite 350, Chantilly, VA 20151. The period of performance for contract award will be for three months from March 28, 2025 to June 27,2025.
2. Description
1.1 BACKGROUND
The United States Coast Guard (USCG) Investigative Service (CGIS) utilizes the
online, Field Activity Case Tracking System (FACTS) that provides full capability
for storing/sharing law enforcement investigative information including physical
security, anti-terrorism/force protection (AT/FP), protective security information and
case data across the enterprise. The USCG Civil Rights Directorate (CRD) stores
historical Anti-Hate and Harassment Incident (AHHI) case file information The
FACTS supports performance metrics analysis within CGIS and CRD operations
and other USCG missions.
1.2 SCOPE
This SOW provides specific objectives for the following activities:
Requirements:
Software maintenance (See paragraph 2.1)
System sustainment (maintenance and upgrades) (See paragraph 2.2)
Offsite system management support (See paragraph 2.3)
Onsite system support (See paragraph 2.4)
D-DEx Data Transfers (See paragraph 2.5)
OCDETF Data Transfers (See paragraph 2.6)
National Incident-Based Reporting System (NIBRS) Data Transfers
(See paragraph 2.7)
1.3 OBJECTIVE
The objective of this procurement is to procure software licenses and obtain
ongoing software maintenance, system sustainment, and system refinement
services for the system licenses associated with both the CGIS and CRD system
functionality
PROPOSALS
No solicitation is available for this requirement. However, any firm that believes it can meet the requirements can submit a capability statement, which will be considered by the agency. Responses to this notice must provide clear and convincing evidence that competition would benefit the government, would not be prohibitively expensive or time-consuming, and that interested parties would be likely to participate. A potential offeror can supply the government’s needs as stated on the attached statement of work and above requirement. If a competitive procurement is to be conducted, the information obtained will be considered for future requirement for these services. It is entirely up to the Government to decide whether to decide not to compete the proposed procurement based on responses to this notice.
The Government will not be responsible for any costs incurred. Responses must be received via email at domingo.cruz2@uscg.mil by Match 25,2025, 12:00 noon Eastern.. Responses sent via other means (i.e., via telephone call, facsimile transmission, etc.) will not be considered.
All responding vendors must be registered to the System for Award Management (SAM). Information can be found at https://www.sam.gov. Complete SAM registration means a registered Unique Entity ID and CAGE.
