The Town of Hope Mills – Public Works Department is issuing this Request for Proposals
(RFP) for assistance with guardrail repair and replacement.
Scope of Work
Includes removal/replacement, as needed, installation, traffic control, and restoration per
NCDOT standards. Includes removal of damaged guardrail, installation of new W-beam
systems, traffic control per MUTCD and NCDOT standards, and cleanup. All materials must
meet NCDOT Standard Specifications Section 862 and FHWA requirements.
The town of Hope Mills has four guardrail locations where maintenance, repair, and
replacement are required. See attached sheet for a description and location of guardrails for
improvements. The scope of work for this project includes the following tasks, but is not
limited to:
1. Removal and disposal of all damaged materials.
2. Installation and repair of listed sections of guardrails. The contractor will be
allowed to reuse existing guardrail if they are in good condition. Additionally, the
use of used posts and guardrail sections will be allowed.
3. Installation of butterfly reflective markers, as needed.
4. The work generally consists of replacing and/or resetting posts, re-bolting rail
sections in place, and replacing damaged rail and posts.
5. This work shall be completed by June 30, 2026.
Proposals must be received by 1:00 P.M. April 23,2026. Questions should be directed to,

Hall at 5770 Rockfish Road, Hope Mills, NC 28348.
The Proposal shall include the following items:
1. Company name, business address, email address, and phone number.
2. A description of the company’s general qualifications.
3. Completed Lump Sum Bid Form.
The Town reserves the right to seek clarification of any proposal submitted and to select the
proposal(s) considered to best promote the public interest.
All proposals become the property of the Town of Hope Mills upon submission. The cost of
preparing, submitting and presenting a proposal is at the sole expense of the contractor.
The Town reserves the right to reject any and all proposals received as a result of this
solicitation, to negotiate with any qualified source, to waive any formality and any
technicalities or to cancel the RFQ in part or in its entirety if it is in the best interest of the
Town. This solicitation of proposals in no way obligates the Town to award a contract.
