All potential bidders are required to complete the Plan Holder’s form before accessing the Request for Qualifications. The information provided on the Plan Holder’s Form will be used to contact plan holders if an addendum is issued.

The Village of Libertyville (“Village”) is requesting a Statement of Qualifications (“SOQ”) from qualified consulting firms (“Consultant”) for the program planning, coordination, design, preparation of construction bid documents, bid solicitation, and construction oversight (the “Services”) for two related programs.
Program 1: Lead Service Replacement Plan Implementation
Program 2: Annual Watermain Replacement Program
Consultants may choose to submit an SOQ on either one of these programs (and choose not to submit an SOQ for the other program) or they may choose to submit an SOQ that jointly addresses both of these related programs together.
The Village reserves the right to either select different Consultants to provide the Services for each respective program, or to select one Consultant to provide the Services for both programs together.
Program 1: Lead Service Replacement Plan Implementation – Scope of Intended Services:

Analysis of the Village’s current Water Service Material Inventory.

Analysis of the Village’s current Lead Service Replacement Plan (“LSRP”) Document.

Develop implementation schedule of the 10-Year LSRP timeline in accordance with IEPA guidelines and regulations.

Identify, investigate, and pursue potential funding sources to fund the implementation of the LSRP
-
Production of bid documents and solicitation of contractor bids for service line replacements commencing in 2027

On-site resident engineering services for service line replacements commencing in 2027

Management of files and documents associated with implementation of the LSRP

Topographic survey services

Production of engineering plans and specifications for watermain replacement

Permitting as needed with any necessary jurisdictional agencies

Preparation of bid documents and solicitation of contractor bids

On-site resident engineering services
