Description
The U.S. Fish and Wildlife Service, HQ, 5275 Leesburg Pike, Falls Church 22041 intends to award a sole source firm fixed price order under authority of FAR 6.302-1, Other than Full and Open Competition procedures, and FAR Part 13 Simplified Acquisition procedures to Oceanic Society, Ross, California. This requirement is for continuity of services to expand and build upon its initial work back in 2020. The training aim on bridging the gap between sea turtle conservationists and behavior change theory and methodology, with an emphasis on addressing issues related to direct take and illegal trade in Africa.
An active network of sea turtle conservationists and behavior change experts worldwide will share case studies, best practices, instructional materials, and stories that drive meaningful behavior change for sea turtle conservation.
The study has provided a range of educational materials and opportunities to conservation practitioners both online and in-person since its establishment in 2020, including the implementation of training workshops at both the 41st and 42nd International Sea Turtle Symposiums (ISTS) in Colombia (March 2023) and Thailand (March 2024), respectively. The third training workshop at the 43rd ISTS is expected to take place in Accra, Ghana (March 2025).
The recipient has developed a model for these projects; and the proposed work builds upon the earlier research. The main goal of the project is to ensure participants gain new knowledge about the importance of behavior change, techniques in reducing threats to sea turtles, poaching and trafficking both domestic and international, illegal trade, and ideas on how to address them.
These activities have followed a decision-based framework and reaching a critical phase where continued collaboration with Oceanic Society will help bring in critical conservationist partners from around the world and ensure expert coaching to creating an effective behavior change campaigns is achieved. The North American Industry classification (NAICS) code is 813312, and the size standard is $19.5 million.
This notice is not a request for competitive proposals; however, firms with expressed interest and capability are encouraged to respond. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
