INVITATION TO BID # 26-42
2026 RECLAIM AND PAVING OF STREETS
IN THE CITY OF LOWELL
Sealed bids will be received at the Office of the Lowell City Hall Purchasing Department, 375
Merrimack Street, Room 60, Lowell, Massachusetts, 01852 up to 11:00 A.M. local time,
FEBRUARY 18, 2026, at which time and place, they will be publicly opened and read.
The bids will be for all labor, materials, equipment, tools, appliances etc. necessary for
construction of 2026 RECLAIM AND PAVING OF STREETS IN THE CITY OF
LOWELL.
Specifications may be obtained after February 4, 2026, at the Lowell City Hall Purchasing
Department, 375 Merrimack Street, Lowell, Massachusetts, 01852.
Each bid proposal must be secured by an accompanying deposit of five percent (5%) of the total
bid amount and submitted in a sealed envelope clearly marked, “Proposal for 2026 RECLAIM
AND PAVING OF STREETS IN THE CITY OF LOWELL”. The deposit shall be in the
form of a Bid Bond, Certified Check, Cashier’s or Treasurer’s Check, made payable to the City
of Lowell, or cash.
The successful bidder must furnish a Payment Bond and a Performance Bond of an
amount equal to One Hundred (100%) Percent of the total Contract Price, issued by a
Surety Company, satisfactory to the Commissioner of Public Works.
Attention of the Bidders is particularly called to the requirements of the conditions of
employment to be observed and the prevailing wage rates to be paid on this project, as
determined by the State Department of Labor Division of Occupational Safety, and also the
Federal Davis-Bacon Rates. The Contractor must use the higher of the two rates for each trade to
be used on the project.
Bidders must be prequalified and certified by the Massachusetts Highway Department to
perform this work. MassDOT prequalification of contractors with the class of work as
PAVEMENT - SURFACING, for the project with an estimated value of $1,558,315.00 will
be required
Note: Bidders must also comply with Certification of Compliance G.L.C. 30 & 39S Public
Construction More Than $10,000.00. See page BP-6.

The City of Lowell, acting through its Commissioner of Public Works, reserves the right to
waive any informality in, to reject any or all bids or to accept the one which appears in the best
interest of the City of Lowell.
