Description

THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.



The Defense Health Agency Contracting Activity (DHACA) in coordination with the Defense Centers for Public Health – Aberdeen(DCPH-A) intends to negotiate on a sole source basis, with Eurofins Drinking Water and Wastewater Centrall, LLC 110 S HILL ST SOUTH BEND, IN 46617-2702 as the only responsible source that can provide Non-Drinking Water Sample Analysis services.



The Government requires uninterrupted non-drinking water sample analysis services in support of the Public Health Office's Mission. The analytical results generated under this requirement are used to support public health assessments, environmental health evaluations, risk determinations, and other public health decisions that may affect military communities and the public. Timely and accurate laboratory analysis is essential to ensuring the Government can fulfill its public health responsibilities and respond to environmental health concerns without interruption.



Following the no-cost termination agreement of the incumbent contract, the Government must immediately obtain these services to prevent a lapse in analytical support. An interruption in laboratory testing services could delay environmental health assessments, impede the Government's ability to evaluate potential public health risks, and adversely affect time-sensitive public health decision-making.



Eurofins currently performs drinking water sample analysis services for the Government and possesses the laboratory capability, accredited testing infrastructure, qualified personnel, established quality assurance processes, and reporting systems necessary to immediately perform the required non-drinking water sample analysis services. Due to Eurofins' existing support of related laboratory requirements and ability to rapidly assume performance, the Government has determined that Eurofins represents the source best positioned to ensure continuity of critical public health support with minimal transition risk.



This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement.
