RFQ/P Arcata CEQA/NEPA Services

The City of Arcata (City) is seeking proposals from qualified consultants or consulting teams for preparation of an Initial Study and Environmental Impact Report, per the California Environmental Quality Act (CEQA) and for preparation of an Environmental Assessment/Environmental Impact Statement, per the National Environmental Policy Act (NEPA) requirements.

The selected consultant will be responsible for the following key tasks:

1. Preparing an Initial Study following CEQA guidelines for the purposes of project scoping.
2. Preparing a Draft and Final EIR and EA/EIS following CEQA and NEPA guidelines, including one administrative draft version of each for internal review. Joint documentation is anticipated to be the most streamlined review pathway.
3. Preparing Findings of Fact, Statement of Overriding Considerations, and a Mitigation Monitoring Program as needed, per CEQA and contributions to staff reports explaining the EIR/EIS results and findings.
4. Assisting City staff in responding to public comments and maintaining the administrative record, attending public meetings and/or hearings, and attending regularly scheduled coordination meetings as necessary while work is in progress. The consultant will assist City compliance with CEQA and NEPA Guidelines, including all standards for preparation of EIRs, noticing requirements, statutory timelines, and consultation with Responsible and other referral agencies.

Proposals must be received no later than 4:00 PM on Thursday, September 11, 2025. Proposals received in response to this RFP will be used as the basis for selecting a consultant to prepare the required environmental review for the "Roger's Garage" project. The award for this contract is anticipated to be made at the Arcata City Council's meeting on or after October 1, 2025.
