APEX Accelerators are an official government contracting resource for small businesses. Find your local APEX Accelerator (opens in new window) for free government expertise related to contract opportunities.
APEX Accelerators are funded in part through a cooperative agreement with the Department of Defense.
The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The United States Army Corps of Engineers (USACE), Seattle District, intends to issue a firm-fixed-price purchase order on a sole source basis to Upstream Tech for commercial hydrologic and meteorological forecasting services. These services support the Water Management Section’s critical missions for the Green, White/Puyallup, and Kootenai River basins, which include standard reservoir regulation, seasonal water supply forecasting, dam safety, and real-time emergency flood-fighting operations. This requirement will be procured in accordance with RFO 12.102(a), which allows for solicitation from a single source when the contracting officer determines that only one source is reasonably available. The Product Service Code for this requirement is R427 (Support – Professional: Weather Reporting/Observation) and the NAICS code is 541990 (All Other Professional, Scientific, and Technical Services), with a size standard of $19.5 million.
The Government has determined that Upstream Tech is the only source capable of providing the required services without unacceptable disruption, mission risk, and substantial duplication of cost. The required services include the generation and delivery of high-resolution, basin-specific meteorological and hydrological forecast data feeds. Market research confirms that Upstream Tech has unique qualifications, as its proprietary forecasting models, analytical tools, and automated data pipelines are deeply integrated into the District's daily water management operating procedures and Corps Water Management System (CWMS). A transition to an alternative vendor would require an estimated 12 to 18 months to develop, calibrate, and validate new models, which would introduce unacceptable risks to public safety and dam safety operations.
This notice is not a request for competitive quotes. Information received will normally be considered for the purpose of identifying small business vendors with the capability to fulfill the requirement. The Government will not pay for any information received.
Any firm that believes it can provide the stated service can provide supporting documents demonstrating their capabilities and specifications. Information received will be used primarily for market research purposes to determine the feasibility of competition for future requirements. Information can be sent to the Contract Specialist, Dwain Graham, at dwain.m.graham@usace.army.mil. This procurement will be made in accordance with RFO FAR Part 12, Acquisition of Commercial Products and Commercial Services.
